Has telegraphed the important information brought by the Mail to Madras. The President says that Canning's proposal to raise 3 more European regiments for the Company is being considered, and in the mean time 4 Queen's regiments have been sent. The Cabinet does not want to ask the Pasha for permission to send troops through Egypt. It seems that orders have been sent to the Cape to supply troops, this was anticipated by the Bombay Government. Mr Mangles writes that 10,000 men will be sent off in Jul. Some Despatches show the Persian Government is trying to evade the terms of the Treaty, and Lord Clarendon will not be pleased to hear of the evacuation of Bushire. But there is really no choice. Lord Elphinstone still hopes that Bombay Presidency will remain quiet, but there have- been some indications that all is not well in the Native Army. One element of disturbance is the adopted son of the deposed Rajah of Sattara, known to have been in close correspondence with Nana Sahib. The Sattara youth is to be sent down to Bombay. There has been a mutiny among the 27th Regiment at Kolapore, of which little is known. European troops have been sent after the mutineers. Elphinstone will use the most vigorous measures, and will remove any officer who shows indecision and incapacity. Jacob's arrival is anxiously awaited. In case the present letter reaches Canning before the telegraph via Madras, Elphinstone sends a copy of the telegraphic message. He thinks the President may have written four Queen's regiments by mistake instead of 11,000 men. Lord Clarendon has no objection to the arrangements made by Sir James Outram and Murray for sending a deputation to Herat; Major Taylor will be subject to the orders of the Governor General.
Enclosed: 1. Copy of a letter from Lord Clarendon, Foreign Office, to Ferook Khan, 30 Jun, protesting against the murder of Prince Mahomed Yoosoof, late Governor of Herat, and protesting against the repudiation of the engagements made in 1845 in favour of Hajee Syfood Dowleh.
2. Translation of a letter from the Prime Minister of Persia to the Earl of Clarendon, 13 Apr, declaring that the Persian Government considers the Treaty article on Consuls to mean that the British Government will remain satisfied with its three ancient Consulates in Teheran, Tabreez and Bushire. If the Russian Government increased its Consulates, the British Government might also increase its Consulates in number.
3. Copy of a letter from Lord Clarendon to the Sudr Azim, Foreign Office, 6 Jul, the Government does not accept the construction the Persian Government puts upon Article IX of the Treaty, and on the contrary the British Government intends to appoint Consuls General, Consuls, Vice Consuls and Consular Agents to reside in those parts of the Persian dominions where British interests may require them. While expressing the surprise with which Her Majesty's Government received His Excellency's communication, Clarendon has to add the Government hopes that this will be the last occasion of an attempt being made by the Persian Government to place on the Treaty engagements between the two states a construction wholly inconsistent with the letter and spirit of those engagements.
4. Copy of a telegraphic message from Lord Elphinstone to Lord Harris, 5 Aug, announcing that Sir Colin Campbell was at Suez on 22 Jul bound for India. No troops are coming through Egypt. Vernon Smith writes that four Queen's Regiments have been despatched via the Cape. Other Regiments have been ordered to India from Cape Colony. Her Majesty's Government announced their entire approval of the Governor General's conduct in both Houses of Parliament on 13 Jul.
