Copy of dispatch No. 3 from HM Ambassador Extraordinary to Persia [Iran], Sir Gore Ouseley, in Tehran, to the Governor-General of the Presidency of Fort William, Lord Minto, of 2 February 1812. The dispatch requests Lord Minto’s views on the Definitive Treaty between Persia and Britain, which Ouseley is attempting to negotiate, and also the as yet unratified Commercial Treaty. The dispatch also discusses Ouseley’s conversations with the Shah of Persia; the Shah’s viewpoint on the government of the East India Company in India; and the suggestion of a regular communication between Lord Minto and the Shah, and possibly giving the Shah an annual gift.
The dispatch also encloses the translation of a letter from the Shah to Lord Minto (not enclosed in this item, see IOR/L/PS/9/68/126).
The dispatch is enclosed with a cover letter to the Secret Committee of the East India Company, dated 20 February 1812, discussing Ouseley’s efforts and difficulties in negotiating the Definitive Treaty, and was received on 8 August 1812.
