The translation of a letter from General Wilhemenoff, deputy to the Governor-General of Georgia, General Yermoloff [General Aleksey Petrovich Yermolov], to the Shah of Persia [Iran] [Fath-‘Ali Shāh Qājār]. The letter concerns the ongoing frontier dispute between Russia and Persia concerning lands on the shores of the lake of Gokcheh [Lake Sevan] in the Caucasus. General Wilhemenoff discusses the definition of contested territory on the frontier between Russia and Persia in Karabaugh [Karabakh], which is currently occupied by Persia, and argues that in accordance with the terms of the Treaty of Goolistan [Gulistan] these lands belong to Russia. He offers to return the contested territory to the north east of the lake of Gokcheh, currently occupied by Russia, to Persia in return for the Persian evacuation of the disputed territory in Karabakh.
This document was originally enclosed in the letter of HM Chargé d’Affaires to Persia, Henry Willock, to the Secret Committee of the East India Company of 21 May 1826 (IOR/L/PS/9/70/86).
