A letter from the Minister for Foreign Affairs of Persia [Iran], Meerza Abul Hassan Khan, to the Chairman of the Court of Directors of the East India Company, of 27 October 1826 (IOR/L/PS/9/70/150 (A)), and a translation of the letter (IOR/L/PS/9/70/150 (B)). In the letter Meerza Abul Hassan Khan reports that according to information contained within a gazette in the possession of the East India Company Envoy to Persia, John Macdonald Kinneir, the Russian ‘frontier authorities’ in the Caucasus had not been forwarding communications between the governments of Russia and Persia concerning the frontier dispute that has led to the outbreak of war between the two sides in the Caucasus [Russo-Persian War, 1826-1828]. He requests that the Chairman communicate to the Russian Government that Persia has always been unwilling to commence hostilities on the frontier, and indicates that Persia had engaged in hostilities on account of Russian aggression at the frontier and is willing to seek an accommodation in accordance with the Treaty of Gulistan.
This document and its translation were originally enclosed in Macdonald Kinneir’s letter to the Secret Committee of the East India Company of 28 October 1826 (IOR/L/PS/9/70/149).
