Letter from the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir, in Camp at Khoe [Khoy], to General Paskevitch, the Commander-in-Chief of the Russian Armies in Georgia [General Ivan Fyodorovich Paskevich-Erivansky, Governor-General of Georgia], of 16 July 1827. The letter concerns the ongoing war between Russia and Persia in the Caucasus [Russo-Persian War, 1826-1828]. Macdonald Kinneir indicates his own commitment to restoring peace between Russia and Persia, and reports that both the King [Fatḥ-‘Alī Shāh Qājār, Shāh of Persia] and the Prince Royal [ʿAbbās Mīrzā Qājār, Crown Prince of Persia] are desirous of peace and are interested to ascertain the basis upon which Paskevitch would be willing to agree peace. Macdonald Kinneir also reports that the former Political Resident in the Persian Gulf, Ephriam Gerrish Stannus, has chosen to travel back to Europe through the Ottoman Empire, rather than Georgia as previously planned (see IOR/L/PS/9/71/24), and announces that he has succeeded in securing the removal of a group of Russian prisoners of war from captivity in mountainous terrain to the ‘comparative comfort’ of captivity at Marogha [Maragheh] (see IOR/L/PS/9/70/209-210).
This document was originally enclosed, numbered 6, in Macdonald Kinneir’s letter to the Secret Committee of the East India Company of 10 July 1827 (IOR/L/PS/9/71/21).
