Copy of a private letter from Dr John McNeill, in Tehran, to the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir, of 10 January 1828. McNeill discusses arrangements for the payment of reparations by Persia to Russia as part of the peace treaty negotiated to end the ongoing war [Russo-Persian War, 1826-1828], including a loan being made by the Shah of Persia [Fatḥ-‘Alī Shāh Qājār] to the Prince [ʿAbbās Mīrzā Qājār, Crown Prince of Persia] to allow the latter to pay the money, for which he has requested a guarantee from Macdonald Kinneir. McNeill also expresses his frustration at the 'perplexing and distressing' behaviour of the Persian Government concerning the payment of the reparations.
This document was originally enclosed, numbered 5 in dispatch No. 81, in Macdonald Kinneir’s letter to the Secret Committee of the East India Company of 21 January 1828 (IOR/L/PS/9/71/154).
