The item consists of copies and extracts of correspondence and minutes cited in, or enclosed with, a Political Letter from the Government of Bombay to the East India Company Court of Directors, 13 January 1853, and found at IOR/F/4/2504/142185. The item is the fourteenth in a series of sixteen items about the Persian Gulf.
The item contains a letter from Captain Arnold Burrowes Kemball, Resident in the Persian Gulf, to the Government of Bombay, regarding a complaint he has received from Sheik Saeed ben Guzeeb, Governor of Lingah [Shaikh Sa‘īd bin Qaḍīb, Shaikh of Bander-e Lengeh]. Following a dispute at Nukheeloo [Bandar-e Nakhilu] between sailors, which resulted in the death of one of his subjects, Sheik Saeed complains that the nakhodah [nakhuda] of the Mahmoodee [Maḥmūdī] has not yet taken responsibility for the actions of his crew, nor paid the 'blood-money' owed to the deceased's family.
Kemball makes suggestions to the Government for rectifying the situation, including contacting the owner of the Mahmoodee, Hajee Mahomed Bauker [Ḥājjī Muḥammad Bāqir], and potentially penalising the Mahmoodee using penalties prescribed in a Government notification of 5 July 1852 (copy included at folios 1268-1273). Kemball also includes a copy of a testimonial document signed by Moollah Mahomed [Mullā Muḥammad], nakhodah of the Sils [Sayl], the crew of which was also involved in the dispute.
The Government requests the opinion of Augustus Smith Le Messurier, Advocate-General, Bombay, on whether the notification can be applied, and responds to Kemball with the result.
Kemball is also referred to as the Resident at Bushire [Bushehr].
The title page of the item contains the following references: 'Bombay Political Department', 'Draft No. 350 of 1853', 'Collection No. 1 of No. 8 of 1853', 'Vol: 14', and 'Examiner's Office'. Originally, the Collection number was given as '5' but this has been crossed out.
