This part of the volume consists of copies of enclosures to a despatch from the Government of Bombay Secret Department to the Secret Committee, Number 31 of 1840, dated 23 May 1840. The enclosures are dated 10 to 23 May 1840.
The enclosures consist of correspondence, and a resolution and minute of the Government of Bombay, concerning the treaty concluded between Captain Robert Cogan on part of the British Government and the Imaum [Imām] of Muscat [Sayyid Sa‘īd bin Sulṭān Āl Bū Sa‘īd] in May 1839.
The enclosures concern matters including:
- The Government of Bombay informing the Resident in the Persian Gulf, Captain Samuel Hennell, that it would be desirable for him to travel to Muscat to exchange ratifications of the treaty with the Imaum, but that if the state of affairs in the Persian Gulf prevents this, then he is to depute Captain Atkins Hamerton to exchange the ratifications instead
- The Government of Bombay requesting instructions from the Government of India regarding the proposed appointment of a British Consul and Agent at Muscat, and pointing out that Hamerton is already officiating in that capacity.
The correspondents are the Chief Secretary to the Government of Bombay, Lestock Robert Reid, and the Governor of Bombay, James Rivett-Carnac.
