This part contains correspondence, memoranda, reports, telegrams and minutes regarding debts reportedly owed by the Government of Persia [Iran] to the British Government and the Government of India, as well as Persia’s financial affairs generally.

The papers notably cover:

• Recovery of interest and the establishment of sinking funds in respect of Persian debt
• The proposed reduction and regulation of the Persian Government’s floating debt to the British Government and the Government of India
• A proposed oil concession bill, which would involve the granting of an oil concession to the Sinclair Oil Corporation, to be accompanied by a ten million dollar loan to the Persian Government
• Repayment of debt by the Persian Government to the British Treasury
• A proposed revision to the Persian customs tariff
• British observations regarding Russian policy in Persia
• British financial interests in Persia
• Comparisons (from a British Government perspective) of British policy in the south of Persia with Russian policy
• Reorganisation of Persian finances.

Also included in the volume are the following documents:

• Memorandum by Sir Percy Loraine, HM Minister at Tehran, on his personal ideas regarding Anglo-Persian relations (ff 347-348)
• Extract from a memorandum by Loraine to the Foreign Office’s Eastern Department, dated 25 March 1924, and reporting on the ‘results achieved’ during four sittings of the joint Anglo-Persian commission between 16 February and 3 March 1924 (ff 370-371).
