This part of the volume consists of copies of enclosures to a secret despatch from the Government of India Foreign Department to the Secret Committee, Number 18 of 1856, dated 3 May 1856. The enclosures are numbered 3-5 and are dated 12-29 April 1856.
The enclosures comprise copies of letters between the Secretary to the Government of Bombay and the Secretary to the Government of India, and a minute by the Governor-General of India. They contain the views of the Government of India and the Government of Bombay regarding the circumstances in which an expedition should be despatched to the Persian Gulf in retaliation for Persia’s [Iran’s] presumed occupation of Herat.
The papers notably cover the Governor-General of India’s: reluctance to support an expedition; hope that means other than war can secure Persia’s relinquishment of Herat; insistence that the British Government itself should issue express instructions to act; and confirmation that if, however, the Government of Bombay acts then the Government of India will take the responsibility of having advised that course.
