Charles Murray's Views on the Causes of Persia's Attack on Herat

This part of the volume consists of a copy of an enclosure to a secret despatch from the Government of India Foreign Department to the Secret Committee, Number 27 of 1856, dated 17 July 1856. The enclosure is numbered 3 and is dated 8 May 1856.
The enclosure consists of a copy of a letter from Charles Murray, HM Envoy Extraordinary and Minister Plenipotentiary in Persia [Iran], to the Secretary to the Government of India Foreign Department. Murray claims that his belief in Persia’s hostile designs against Herat have been proved correct, that Persia pretended to be marching on Herat to defend it against Dost Mahomed Khan [Dūst Muḥammad Khān Bārakzāy] and after attacking it now intends to advance into the interior of Afghanistan (also spelled Affghanistan in this item) and nominate a new Governor of Candahar [Kandahar] obedient to the Shah [Shāh]. Murray also asserts that if the British Government had been prompt and assertive towards Persia following his withdrawal of the British Mission from Tehran, and less preoccupied by war with Russia, that the Shah would not have taken the opportunity to assert his claims in Afghanistan.
