- This item comprises copies of a despatch and enclosures from the Government of India, Foreign Department, to the Duke of Argyll, HM Secretary of State for India, Number 10 of 1873, dated 17 January 1873. The papers concern the concession obtained by Baron Peter Julius de Reuter for the construction of railways and other public works in Persia [Iran]. The enclosure dates from 12 September 1872 and comprises a letter from HM Minister, Teheran [Tehran], containing a copy of the concession (in French) and explaining why the Shah has yet to ratify the agreement.
