- Despatch from the Foreign Department, Government of India, to the Secretary of State for India, No. 20 of 1869, dated 12 January 1869, including an abstract and enclosures numbered 3-5, dated 28 September-22 December 1868.
The enclosures comprise letters from Sir Charles Alison, HM Minister in Persia [Iran], to the Viceroy and Governor-General of India, relating to steps taken by himself, Ronald Ferguson Thomson, Secretary of the British Legation in Teheran [Tehran], and the Persian Foreign Minister, to resolve the complaints raised by Lieutenant-Colonel Lewis Pelly, Political Resident in the Persian Gulf, against Persian officials at Bushire [Bushehr] regarding:
- The inability of British subjects to purchase homes
- The embargo, since 1866, on corn exports
- The infraction of the embargo on the exportation of silver coins.
Alison includes a copy of Thomson’s report of his meeting with the Persian Foreign Minister which concludes with the latter’s assurances of the good intentions of the Persian Government, as well as confirmation that the Foreign Office Agent at Bushire has been recalled and replaced.
Also included is the Government of India’s acknowledgement of Alison’s actions and his efforts towards promoting a better understanding between Pelly and the Foreign Department of the Persian Government.
The Political Despatch was received in the India Office Secret Department on 15 February 1869.
