- Despatch from the Foreign Department, Government of India, to the Secretary of State for India, No. 82 of 1869, dated 13 March 1869, with an enclosure numbered 2, dated 17 February 1869.
The enclosure consists of a letter from the Secretary to the Government of Bombay to the Secretary to the Government of India, Foreign Department, forwarding a letter from Lieutenant-Colonel Lewis Pelly, Political Resident in the Persian Gulf. In his letter Pelly:
- Reviews correspondence that indicates that for many years Bahrein [Bahrain] has been considered by the Government of India and the Secretary of State for India to be independent of Persia [Iran]
- Addresses the points of contention by the Persian Foreign Minister
- Encloses his report to Sir Charles Alison, HM Minister in Persia, and a letter from the Persian Agent for Foreign Affairs at Shiraz to Pelly protesting about the bombardment at Bahrein.
The Political Despatch was received in the India Office Secret Department on 19 April 1869, and a copy was sent to the Foreign Office on 21 April 1869.
