Despatch from the Foreign Department, Government of India, to the Secretary of State for India, No. 100 of 1869, dated 20 March 1869, with an enclosure numbered 2, dated 10 March 1869.
The enclosure consists of a letter from the Secretary to the Government of Bombay to the Secretary to the Government of India, Foreign Department, regarding the subsidy which, under an arrangement made by Lord Canning (then Viceroy of India) in 1861, is paid by the Ruler of Zanzibar to the Ruler of Muscat.
The Government of Bombay argues that: Canning did intend to ‘create a real right in the State of Muscat to the subsidy, as well as a real obligation on the part of the State of Zanzibar to pay it’ (f 537); recent succession events do not alter the relation between the two states as far as the subsidy is concerned; and that the Government of India is not liable to pay any portion of the subsidy on behalf of Zanzibar.
The opinion of the Government of Bombay is prompted partly by two letters (copies enclosed) received from Captain George Andrew Atkinson, Acting Political Agent at Muscat, dated November 1868, expressing his fears that the State of Muscat might mount a military expedition to Zanzibar to enforce payment of the subsidy by Syud Majid [Sayyid Mājid bin Sa‘īd Āl Bū Sa‘īd], Sultan of Zanzibar.

The Political Despatch was received in the India Office Secret Department on 21 April 1869, and copy was sent to the Foreign Office on the same date.
