- Despatch from the Foreign Department, Government of India, to the Secretary of State for India, No. 14 of 1869, dated 19 April 1869, with an abstract and enclosures numbered 3-5, dated 17 March-3 April 1869.
The enclosures chiefly comprise two letters from the Secretary to the Government of Bombay to the Secretary to the Government of India, Foreign Department, forwarding reports from Lieutenant-Colonel Frederic John Goldsmid, Chief Director of the Indo-European Telegraph, regarding the terms of the agreements he has concluded with the ‘chiefs’ of the Mekran [Makran] Coast for the protection of the new land line of telegraph from Gwadur [Gwadar] to Jask, in return for specified annual subsidies. The papers notably cover and include the following:
- Goldsmid’s successful avoidance of involving Ibrahim Khan [Ibrāhīm Khān], the Governor of Banpoor [Bampur], in agreement negotiations
- Translated copy of the agreement signed by Faqeer Mahomed [Faqīr Muḥammad, also spelled Fukeer and Fuqeer in this item], Naib of Kedj [Nā’ib of Kech] (f 611)
- Translated copy of the agreement signed by Deen Mahomed [Dīn Muḥammad] and Mahomed Ali [Muḥammad ‘Alī], ‘chiefs’ of Baho-Dustyaree [Bahu-Dashtiari] (ff 611-612)
- Goldsmid’s report of Persian [Iranian] border encroachments in Mekran, the proceedings of the Governor of Banpoor at Toomp [Tump], and the non-materialisation of the latter’s threatened invasion of Gwadur or Charbar [Chabahar].
The Telegraph Despatch was received in the India Office Secret Department on 17 May 1869.
