- Despatch from the Foreign Department, Government of India, to the Secretary of State for India, No. 15 of 1869, dated 19 April 1869, with an enclosure numbered 2, dated 18 March 1869.
The enclosure consists of a letter from the Secretary to the Government of Bombay to the Secretary to the Government of India, Foreign Department, forwarding correspondence received, with enclosures, from Lieutenant-Colonel Frederic John Goldsmid, Chief Director (also referred to as Director-in-Chief) of the Indo-European Telegraph, regarding the progress of his mission on the Mekran [Makran] Coast taking in Gwadur [Gwadar], Charbar [Chabahar], Sadeich [Sadich?] and Jask. The papers notably cover and include:
- Goldsmid’s correspondence with Ibrahim Khan [Ibrāhīm Khān], Governor of Bampur, and prevention of the latter’s involvement in negotiations with local ‘chiefs’ for the protection of the telegraph line under construction (ff 622-624)
- Goldsmid’s negotiations at Charbar with Shah Nusrut [Naṣrat Shāh], Acting Governor of the Gaih District, regarding the coast between Charbar and Sadeich. Also included is the text of the agreement made with him (f 626)
- A summary of the arrangements made with local ‘chiefs’ including the annual subsidies to be paid and arrangements for the line riders (f 626)
- News conveyed by Herbert Isaak Walton, Director of the Indo-European Telegraph Company, of a recent act of ‘wilful damage’ done to the land line near Gwadur
- Goldsmid’s report of his inspection of the island of Henjam [Hengam] and its potential as a telegraph station, as well as a better rendezvous for shipping and coal depot than Bassadore [Basaidu] (f 625).
The Telegraph Despatch was received in the India Office Secret Department on 17 May 1869.
