- Title:
- Muscat Affairs and the Present Policy of the Government of India Prohibiting Warlike Operations by Sea in the Persian Gulf
- Scope & Content:
- Despatch from the Foreign Department, Government of India, to the Secretary of State for India, No. 201 of 1869, dated 24 June 1869, with an abstract and enclosures numbered 3-4, dated 25 May-11 June 1869.
The enclosures consist of:
- A letter to the Secretary to the Government of India, Foreign Department, from the Secretary to the Government of Bombay, in which the latter states it would be inconsistent with the policy of ‘strict neutrality’ to prevent Syud Salim [Sayyid Sālim bin Thuwaynī Āl Bū Sa‘īd], who is still the ‘de jure Sultan of Muscat’, but to allow Syud Azan-bin-Ghias [Sayyid ‘Azzān bin Qays Āl Bū Sa‘īd] ‘who is neither de jure nor at present de facto ruler of Gwadur [Gwadar]’, to send troops to regain a usurped authority
- The response of the Secretary to the Government of India: asserting that the Government of India never gave any such authorisation; reiterating the policy of non-interference in the internal affairs of Muscat and preserving the maritime peace in the Gulf; and stating, in connection with Gwadur, that the Secretary of State has been urged to approach the Shah of Persia [Shāh of Iran] regarding the eastern frontier of the Persian Empire.
The Political Despatch was received in the India Office Secret Department on 27 July 1869.
