- Scope & Content:
- Despatch from the Foreign Department, Government of India, to the Secretary of State for India, No. 203 of 1869, dated 24 June 1869, with an enclosure numbered 2, dated 29 May 1869.
The enclosure consists of a letter from the Secretary to the Government of Bombay to the Secretary to the Government of India, Foreign Department, forwarding correspondence from Lieutenant-Colonel Lewis Pelly, Political Resident in the Persian Gulf. Pelly includes copies of a report from Captain Alfred Cotton Way, First Assistant Political Resident in the Persian Gulf, and letters to and from the Governor of Mogoo [Moghuyeh]. The correspondence covers:
- The destruction of a Persian [Iranian] craft near the port of Mogoo by HM steamer Dryad, contrary to treaty agreements between Britain and Persia
- The protest of the Governor of Mogoo to the British Agent at Lingah [Bandar-e Lingeh], and the ‘Slave Commissioner’, his threat of retaliation, and demand for compensation
- Pelly’s recommendation that the Dryad’s commander be reminded that British ships have neither the right to seize vessels in Persian territory believed to be carrying enslaved persons, nor to burn vessels without reference to any civil authority, English or Persian
- Pelly’s suggestion that he should meet the Persian complaint, acknowledge any mistakes and afford compensation, and his indication to the Governor of Mogoo that the Lingah Agent and Captain Way will investigate and ‘justice will be done’.
The Political Despatch was received in the India Office Secret Department on 31 July 1869.
