- This item comprises a copy of a general despatch and enclosure from the Government of India, Foreign Department, to the Secretary of State for India, No. 6 of 1872, dated 5 April 1872. The enclosure is a report, dated Camp Azizabad, 15 January 1872, by Quarter-Master Serjeant [Sergeant] David Bower, attached to the Special Mission to Seistan [Sistan], on the effects of famine observed during a journey from Ispahan [Isfahan] to Kirman [Kerman]. The report contains allegations of cannibalism.
