The series comprises reports, treaties and other papers relating to Lewis Pelly's time in the Persian Gulf and covers proposed extensions to the telegraph network through Persia and Muscat; trade in and around the Persian Gulf; and compiled knowledge of the local tribes in the area.
The papers on proposed extensions to the telegraph include two reports; one by Sir Lewis Pelly and one by Sir Frederick John Goldsmid on their journeys along proposed telegraph routes in Persia; and a copy of the treaty signed with the Sultan of Muscat (Said Thuwaini bin Sa'id) to permit the telegraph to be established throughout his territories.
The reports, memorandum and papers on trades and tribes in and around the Persian Gulf include reports by Lewis Pelly; Haji Ahmed, the Residency Arabic Munshi; and Major Edward Charles Ross, Political Agent at Muscat and cover Oman, Bahrain, Qatar, and the Arabic and Persian sides of the Gulf in general. Some of the reports and papers are written in Arabic or Persian, with translations given in English.

As part of his duties as Political Resident in the Persian Gulf, Lewis Pelly was responsible for collecting information for the Government of Bombay on issues such as trade, and for acquiring knowledge on the tribes around the Gulf coastline including their history, numbers, locations and where they paid tribute to.
Lewis Pelly was also responsible for gathering information on possible new routes for the Telegraph lines from Persia, with a view to establishing a complete line all the way to Karachi. This information was gathered through journeys to survey particular areas and routes as well as negotiations and treaties with local rulers to obtain permission to establish telegraph lines and build telegraph posts and stations in their territories.
