- Administrative Context:
- It has not been possible to give an adequate description to those pensions which are included in volumes which bear the title of General pensions. The title of 'General Pensions' appears for the first time in 1836, but the lists which follow include records of pension payments before that date for which no specific title was assigned. Members of the various civil, military and marine services did not become entitled to pension as condition of service until late in the eighteenth century. Some private funds existed to provide pensions to members of the Indian Civil Service, and pensions from the Lord Clive Service Fund could be awarded to military and medical officers, chaplains, warrant officers and ranks who were wounded or became unfit for further service. Regulations permitting officers of the military services to retire on half pay were first introduced in 1796. Members of the Company's home staff appear to have been awarded, from at least as early as 1726, pension on retirement after long service, and payments of some of these were made through the salary lists [L/AG/19]. At an even earlier date, some who were permanently incapacitated were excused further attendance at the office, payment of their normal rate of salary being continued. Apart from the pensions referred to above, pensions in the early period were apparently all ex-gratia awards, and comparatively few in number. The first large body of pension awards under general authority were to the members of the home staff who were retrenched following the Charter Act of 1813, which gave authority for pensions and compensation. By the end of the nineteenth century, by which time most of those who had qualified for pensions under the retrenchment schemes from 1813 to 1858 had died, that title included compassionate pensions and those which were of so unusual a nature that they did not fit conveniently into any other category of pension payments. Some pensions of a miscellaneous nature are also listed in sections L/AG/21/41 and 42.
