The file is concerned with the introduction of King's Regulations under the Kuwait Order in Council. It is concerned with two regulations in particular: the Kuwait Passport Regulation, 1947 to introduce penalties for arriving at Kuwait without a visa, and the Special Police Officers Regulation, 1947 which granted the Kuwait Political Agent the power to appoint Special Police Officers. The file therefore contains correspondence between British officials relating to the drafting of these two regulations; the principal officials being the Kuwait Political Agent (Maurice Patrick Tandy and Richard Ernest Bird) and the Persian Gulf Political Resident (Charles Geoffrey Prior and William Rupert Hay).
Copies of the following regulations can be found within the file: the Bahrain Passport Regulation, 1937 (folio 8); the Kuwait Passport Regulation, 1947 (draft on folio 10, final on folios 12-13, and certified copy on folio 14); and the Special Police Officers Regulation, 1947 (draft on folio 28 and certified copy on folio 38).
In addition, there is a considerable quantity of correspondence between the Kuwait Political Agent and the Kuwait Oil Company following the introduction of the Special Police Officers Regulation. This correspondence consists of nominations of staff by the Oil Company to serve as police officers on its premises, and corresponding letters of appointment from the Political Agent.
An instrument of appointment for Mr Gordon Noel Jackson, dated 5 April 1949, as a First Class Magistrate under the Kuwait Order in Council can be found on folio 98.
The Arabic language content consists of a couple of short letters between the Political Agent and the Shaikh of Kuwait — Shaikh Ahmad al-Jabir as-Subah [Aḥmad al-Jābir Āl Ṣabāḥ] — concerning the introduction of new police regulations.
