The Judicial Files relate to the judicial functions of the Kuwait Political Agency over British Protected Persons, as defined by the Kuwait Order in Council. IOR/R/15/1/294-297 are concerned with the drafting of the original (1925) Order in Council, and subsequent reissues in 1935 and 1949; these files are also concerned with King's Regulations issued under the Order in Council by the Persian Gulf Political Resident.

Some files contain information on the appointment by the Political Agent of Special Police Officers to investigate cases involving British Protected Persons. IOR/R/15/5/296 includes details on the drafting of the Kuwait Special Police Officers Regulation, 1947 and records relating to the appointment of individuals under these regulations; IOR/R/15/5/304 contains further records on the appointment of Special Police Officers; and IOR/R/15/5/298 contains reports submitted by the Chief Special Police Officer in 1949.

The remaining files relate to the workings of the Order in Council, and issues raised as a result of its application:

• IOR/R/15/5/299 and 307: extradition requests and deportations;
• IOR/R/15/5/300: representations made to the Political Agency by foreign powers;
• IOR/R/15/5/301: applications by companies for registration under the Order in Council;
• IOR/R/15/5/302: the appointment of a judicial adviser to the Political Resident in the Persian Gulf;
• IOR/R/15/5/303: issues arising from the implementation of the Order in Council;
• IOR/R/15/5/305: the question of suits against the ruling Shaikh of Kuwait;
• IOR/R/15/5/306: serving writs against citizens of the United States.

A small number of letters are in Arabic, and contain translations in English alongside within the same file. These letters are typically between the Kuwait Political Agent and the Shaikh of Kuwait.
