The file is concerned with representations made to the Kuwait Political Agency by foreign powers, requesting that the British investigate complaints made by their subjects against the ruling authorities of Kuwait; it should be noted that the nationality of complainants is sometimes disputed. The file contains papers relating to the cases of two individuals, who are as follows: Abdul Hamid Hajii ‘Ali Arbili, an Iraqi subject (folios 3-66), and Agha Ahmed Hajii Muhammed Bushiri, an Iranian subject (folios 67-80). The file also covers an extradition request from the Government of Iraq for Mulazin Thani Abdulrahim ibn Ali (folios 82-94).
The main correspondents are the Kuwait Political Agent (Ralph Watts and Harold Richard Patrick Dickson and Tom Hickinbotham), the Persian Gulf Political Resident (Trenchard Craven William Fowle), and the Shaikh of Kuwait Ahmed al Jabir as-Subah [Aḥmad al-Jābir Āl Ṣabāḥ]. Additional correspondents include HM Embassy in Baghdad, HM Ministry at Tehran, and the Iraqi Ministry for Foreign Affairs. A significant amount of this correspondence is in both English and Arabic, notably correspondence exchanged with the Shaikh of Kuwait and his deputy Shaikh Abdulla as-Salim as Subah [Shaikh ʿAbdullāh III al-Sālim Āl Ṣabāḥ].
On folio 81 is a statement compiled by the Kuwait Political Agency showing cases in which Kuwaitis have made complaints against the Iranian Government, and not (in British opinion) received adequate redress.
