The volume consists of published copies of correspondence between the Foreign Office, the India Office, the Government of India, the Admiralty, the Treasury, British administrative and diplomatic staff, foreign governments and their staff, and private companies and individuals. It was printed for use by the Foreign Office.
The volume contains the following publications:
- ‘Part XXI. Further Correspondence Respecting the Affairs of Persia. January to March 1910.’ (ff 4-166)
- ‘Part XXII. Further Correspondence Respecting the Affairs of Persia. April to June 1910.’ (ff 167-367)
- ‘Part XXIII. Further Correspondence Respecting the Affairs of Persia. July to September 1910.’ (ff 368-563)
- ‘Part XXIV. Further Correspondence Respecting the Affairs of Persia. October to December 1910.’ (ff 564-738).
The correspondence primarily concerns events in Persia [Iran], with particular attention paid to:
- The ongoing insecurity of trade routes in southern Persia due to raiding
- British Government plans for the formation of a military force to guard the roads of southern Persia
- Various rebellions against the Government of Persia
- Proposals for the improvement of communications and agricultural infrastructure
- Negotiations between British and Russian officials regarding a joint advance of money to be given to the Persian Government
- Offers made by private firms to loan money to the Persian Government
- Proposals for the amalgamation of Persian state debts
- The activities of the Persian Government, including the debates of the Medjliss [Majlis] and the appointment of ministers
- Proposals for the engagement of European ‘experts’ to fill various roles in the Persian Government
- Clashes in Tehran between Persian Government forces and the supporters of Sattar Khan [Sattār Khān] and Bagher Khan [Bāqir Khān]
- Concessions granted to foreign firms by the Persian Government
- Continuing disputes between the Ottoman and Persian governments regarding the delineation of their shared border
- Russian military interventions in Persia
- Expansion of the activities of the Anglo-Persian Oil Company
- Relations between the British Government and the Shaikh of Mohammerah [Khorramshahr]
- Clashes between the Ottoman Governor of Bussorah [Basra] and the Shaikh of Mohammerah, and attempts at mediation made by British officials
- Intelligence collected by British officials regarding German political and commercial influence in Persia
- Negotiations between the British and German governments on disputes relating to Persia and the Baghdad Railway.
The correspondence also covers German shipping and trade in the Persian Gulf, and requests made by Messrs Gray, Dawes, and Co for the improvement of communications infrastructure at Bahrein [Bahrain] and Mohammerah.
Material written in French is present throughout the volume. This material primarily consists of diplomatic correspondence between British, Russian, German, Dutch, and Persian officials.

Foliation: the foliation sequence (used for referencing) commences at the inside front cover with 1 and terminates at the inside back cover with 741; these numbers are written in pencil, are circled, and are located in the top right corner of the recto side of each folio.
Pagination: the volume also contains multiple original printed pagination sequences.
- Arrangement:
- The papers are arranged in chronological order from the front to the rear of the volume. Each grouping of papers is assigned a consecutive number and most are followed by numbered enclosures. The volume is divided into four parts, each covering a three-month period. At the beginning of each part there is a title page and a detailed table of contents which includes the name of the correspondent, the date of correspondence, a subject summary and the page number on which that entry can be found in the volume.
