Liseman was in England Sept.-Nov. 1597, see SPD 1595-1597, pp. 500, 539. Intended for publication, see art. 9 below, probably along the lines of art. 2 above.
9. ff. 256-257b. Proposed course of action for the English government concerning the Imperial decree of 1 Aug. n.s. 1597 against English merchants; Nov. 1597. Apparently prepared by Beale, the text advocates printing a book (see art. 8 above), a copy of which is to be given to Liseman. Followed by autograph memoranda by Beale: (a) supporting the above proposals. f. 257; (b) on diplomatic procedure. f. 257b.
