STAR CHAMBER PAPERS, etc.; temp. Elizabeth I. Partly Latin and French. Copies, except where otherwise described. Notes, titles, etc., by Beale passim.
1. ff. 1-4. Chancery fees and ordinances; n.d. Not included in G. Saunders, Orders of the High Court of Chancery, 1845.
2. ff. 5-6. 'The fees of the office of the Clerke of the Counsell in the Starre Chamber': extract from the 'Discourse concerning the Antiquity of the High Court of Star Chamber' written in 1590 by William Mill, Clerk of the Council in Star Chamber. On this work, see further the description of Add. 41661, art. 2(h), in the British Museum Catalogue of Additions to the Manuscripts . . . 1926-1930, p. 114.
3. f. 6b. Fees charged under William Mill as Clerk of the Council in Star Chamber, reduced by order of Sir Thomas Egerton as Lord Keeper in 1598; c. 1598. A note by Beale describes them as 'Fees supposed to be newly exacted'. Another list of these fees is Hargrave MS. 216, ff. 192b-193.
4. ff. 7-7b. Note on the duties of the Clerk of the Council in Star Chamber; n.d. The opening lines are in Beale's hand and beg. 'In the non sitting dayes all the whole proceedings of the court of the Stare Chamber are only managed by the direction of the Clerk'.
5. f. 8. Note by Beale on the form of orders for appearance before the Council during the Chancellorship of Cardinal Wolsey; n.d.
6. f. 8b. Order concerning fees to be charged by the Clerk of Council in the Star Chamber; temp. Eliz. I. A note by Beale states that this is an extract 'Out of a bill passed the highest house to provide remedy against fraudulent conveyances', but there is no such provision in Statutes.
7. ff. 11-14. Letter from Sir Francis Walsingham to 'William Weylls' (recte William Mill), Clerk of the Council in Star Chamber, concerning queries about Star Chamber practice raised by the Irish Star Chamber, with Mill's reply; 1590.

12. ff. 19-24. Notes by Beale on the authority and jurisdiction of Church Courts, etc.; c. 1584? Possibly made in connection with the books written by Beale on this subject in 1583-1584 which are now lost but are described and partly summarised in Strype, Whitgift, i, pp. 283-300, 401-403 and iii, pp. 87-98.
13. ff. 31-44b. Extracts from the Patent, Close and Parliament Rolls relating to the judicial authority of the Council, etc.; 1378-1455.
14. f. 45. Aide-memoire by Beale on sources to be examined for information on the judicial authority of the Council; n.d.
15. ff. 57-60b. Extracts from the Books of Orders and Decrees of the Court of Requests; tempp. Hen. VII-Hen. VIII. These registers are now in the PRO, Reg. 1. In Beale's time they consisted of 'xvii great volumes in folio' and were kept in the Court of Requests at Whitehall: see The Ancient State, Authoritie and Proceedings of the Court of Requests by Sir Julius Caesar, ed. L. M. Hill, Cambridge, 1975, pp. xxxviii-xxxix, 3-5. Some registers were subsequently lost and the present notes contain extracts from at least two missing volumes. A description of some of these records is given on f. 51b: 'The thinges above sett downe [i.e. on ff. 46-51] were taken out of a booke of the Court of Requestes beginninge about Ano. 9 Hen. 7. and endinge about the xijth eiusdem [now Reg. 1/1]. from thence usque ad annum. 23. liber non extat [this book has in fact survived and is now Reg. 1/2]. Includes (ff. 46-47) the commission appointing Sir George Tailboys, de jure Lord Kymes (d.1538), Deputy Lieutenant of the East and Middle Marches of Scotland, 17 Aug. 1496, and the indenture made by him on assuming this office; (b) Table of 'matters handled in the Kinges Counsell', with extensive annotations and additions by Beale, noting details of cases dating from between 12 Hen. VII and 14 Hen. VIII. ff. 51-51b; (c) Order to the Mayor and Burgesses of Woodstock to prohibit liveries, retinues, etc.; temp. Hen. VII? Said to be 'In the first booke of the Courte of Requestes', presumably Reg. 1/1. f. 52; (d) From the missing register for 23 Hen VII - 7 Hen. VIII. The entries noted here date from between 3 Nov. 1510 and 17 Sep. 1515. ff. 52b-55. Includes (ff. 54b-55) an order relating to the case of Sir Edmund Lucy v. Thomas Wheeler and Thomas Linnall, priests of the chantry at Hampton Lovett, co. Worc.; 12 Oct. 1510. On this case, for which there appear to be no other surviving records, see also Caesar, pp. 84-85; (e) From the missing register for 11-14 Hen. VIII. The entries noted here date from between 25 April 1520 and 17 July 1522. ff. 57-60b.
16. ff. 74-78. Notes by Clerks of the Council in Star Chamber on Star Chamber procedure, for the use of the Irish Star Chamber. As follows: (a) 'A note touchinge the order & forme of the proceedinges in causes in the Court of Starre Chamber at Westminster and the manner and order of the suinge out of proces in the saide Court . . . Transcripted into Ireland by Tho: Eden esquire . . . [clerk of the Council in Star Chamber 1530-1567] and subsigned wth his name'; n.d. ff. 74-75b; (b) 'A note of all causes wch the most honorable Court of Starr Chamber at Westminster doeth from tyme to tyme here and determine together wth the manner and forme of the proceedinges in the same causes as well by proces or otherwise . . . Transcripted into Ireland by Thomas Marsh esquire . . . [Clerk of the Council in Star Chamber 1567-1587] under his hand'; n.d. ff. 75b-78.
17. ff. 79-84. 'The ordinary Course of proceedinge in causes dependinge in her Mats most honorable Courte of Starr Chamber'; temp. Eliz. I. Other copies of this anonymous unpublished treatise, which is generally referred to as 'the Ordinary Course', are: Add. MSS. 4521, ff. 1-10 and 41661, ff. 99-102b; Hargrave MSS. 216, ff. 130-135b and 482, ff. 2-5.
18. ff. 84b-85b. 'The usuall course of orders granted to ordinarie mocions in the Starre Chamber'; temp. Eliz. I? This tract is frequently associated with 'the Ordinary Course', which immediately precedes the copies in Hargrave MSS. 216, ff. 135b-136b and 482, ff. 5-6. Other copies are Add. MSS. 4521, ff. 24b-26b and 41661, ff. 109-109b.
19. ff. 86-88b. Request from Sir Francis Walsingham to William Mill for a legal opinion, with Mill's response; 1588.
20. ff. 89-89b. Note on the jurisdiction, officers, etc., of the Star Chamber; temp. Eliz. I. Beg. 'The Starre Chamber is a Courte ordeyned to redresse certeyne greate offences'. Another copy is Hargarve MS. 216, ff. 143b-144b.
21. f. 90b. List of Clerks of the Council, apparently compiled by Anthony Walker; temp. Eliz. I.
22. f. 90b. List of Clerks of the Council in Star Chamber; temp. Eliz. I.
23. ff. 91-91b. 'The Certificate of the twoe the Cheef Justices and the L. Cheef Baron in the matter betweene John Benington and John Totsull plts against John Hunt doctor of Lawe and other Defendauntes'; n.d. Another copy is Hargrave MS. 216, ff. 170-171.
24. ff. 92b-93b. Notarial instrument attested by John de Bowland, clerk, notary public of the Diocese of Carlisle, recording the oath sworn by Cosmo Gentilis, collector of papal revenues in England, 'in quadam camera iuxta cameram stellatam'; 3 June 1379. From the Close Roll for 2 Rich. II, m. 1d (CCR 1377-1381, p. 257).
25. ff. 94-94b. Extracts from the yearbooks for 13 Edw. IV, 2 Ric. III, I Hen. VII and 2 Hen. VII and from statutes relating to the Star Chamber; 1474-1487.
26. f. 95b. 'Speciall entries of the swearinge of the Counsellors in the Starre Chamber': entries apparently in the order books for the Star Chamber, which are now lost, referring to the swearing in of Councillors, together with notes of fees to be paid on the admission of a new Councillor, etc., with additions and comments by Beale; n.d.
27. ff. 96-97. Entries referring to Henry VII sitting in the Star Chamber, also perhaps from the lost order books; n.d.
28. f. 97b. Extracts from the Parliament rolls, patent rolls and yearbooks concerning complaints by the Commons about proceedings 'against the course of common Lawe'; 1377-1500.
29. ff. 98-101b. 'Foreine Princes Feodatories to the Kinges of England': list of foreign nobles holding titles from the King of England, owing dues to him, etc., arranged chronologically, Hen. I - Hen. VII; n.d.
30. ff. 103-107b. 'Notes concerning the Starr chamber out of a booke made by Wm Lambarde w[ith?] add[itions] R-B'; n.d. Notes by Beale on the sections of W. Lambarde, Archeion or, a Discourse upon the High Courts of Justice in England, describing the judicial authority of the Council and the Star Chamber (pp. 58-115 in the edition of Archeion by C. H. McIlwain and P. L. Ward, 1957). Beale's notes include a summary of Lambarde's discussion of the statutory offences falling within the jurisdiction of the Star Chamber. This section originally formed part of the 1589 version of Lambarde's treatise on the Star Chamber, the autograph MS. of which is Washington D.C. Folger Shakespeare Library MS. 511121.1, and a copy of which is Add. 4521, ff. 35-64. It is not clear when it became incorporated in the text of 'Archeion'. It does not appear in the version presented by Lambarde to Lord Burghley in 1591 which formed the basis of Daniel Frere's edition of 1635. Frere's edition was superseded in the same year by one produced under the supervision of Lambarde's grandson, Thomas, which incorporated revisions and additions made by Lambarde, between 1591 and 1601, including the account of the Star Chamber's statutory powers. McIlwain and Ward were, however, unable to trace any contemporary MSS. of 'Archeion' which included this section and suggested (op. cit., p. 163) that it may have been inserted in the text by Thomas Lambarde in 1635. The present notes show that a MS. version of 'Archeion' which included the section on the statutory offences dealt with by the Star Chamber was known to Beale, establishing that this section was inserted in 'Archeion' during William Lambarde's lifetime, presumably by Lambarde himself. Other copies of 'Archeion' in the Yelverton collection are Add. MSS. 48023, art. 26 and 48055. It appears however that neither copy was the version used by Beale in compiling the present notes.
31. ff. 110-110b. Record of a hearing in Star Chamber of the case of Alice Longe, widow, plaintiff, v. William Longe, George Whorde et al., defendants, for riot, etc.; 7 Nov. 1588.
32. ff. 111-111b. Submission of Sir Roger Manwood, Chief Baron of the Exchequer, to the Star Chamber; 14 May 1592. A draft of this document is Lansdowne MS. 71, ff. 13-13b.
33. ff. 118-147b. Household ordinances of Edward II. (a) The Household Ordinance of York; 6 Dec. 1318; (b) The Household Ordinance of York; June 1323. Both printed in T. F. Tout, The Place of Edward II in English History, 2nd edn., 1936, pp. 241-284, from 15th-cent. copies in Add. 39027 and Cotton MS. Tiberius E.VIII, ff. 54b-74b.
34. ff. 148-149. Orders for the King's Household; 16th cent? Other copies are Add. 48020, art. 5(b) and Harley MS. 642, ff. 204b-205.
35. ff. 154-161b. John Hooker al. Vowell, 'The Order and Usage of the Keeping of a Parlement'; 1571-1572. See the description of Add. 48020, art. 2(b), another copy.
36. ff. 162-162b. Opening page of another copy of art. 35. Fragment.
37. ff. 183-195. The roll of arms known as 'The Great, Parliamentary or Bannerets Roll'; c. 1312. Incomplete copy in French blazon. The original is Cotton MS. Caligula A.XVIII, ff. 3-21b. Printed in R. W. Mitchell, English Medieval Rolls of Arms, i, 1983, pp. 336-389. The order of the present copy differs from the original and the entries for cos. Camb., Derby, Hunt., Leic., Linc., Nott., Northumb., Rutl. and Staff. are omitted. See also A. R. Wagner, A Catalogue of English Medieval Rolls of Arms, Harleian Soc., 1948, pp. 42-50 (which does not list the present copy).
38. ff. 196-255. 'An Alpabe. containinge the names and armes of sundrie Gentlement of England': alphabetical list of arms of English families, mostly in French blazon, with a few in trick; late 16th cent. The arms given in trick are Ashley of co. Leic. (f. 198b), Beale of co. Salop (f. 200b), Bellin of Chester (f. 201), Bellew, Berry and Beck (ff. 206b-207), Perye (f. 239b), Wilkes of co. Southt., and Waade (f. 254b). An approximate date for the compilation of the list is given by the appearance in it of James Altham, alderman of London 1556-1561 and Sheriff of Essex 1570-1571 (d.1582 or 1583); Sir William Hewet, Lord Mayor of London 1559-1560, knt. 1560 (d.1567); and Sir Thomas Rowe, Lord Mayor of London 1568-1569, knt. 1569 (d.1570). A similar compilation (apparently unrelated to the present) made in 1587 by Ralph Brooke, York Herald, is Add. 28834.
39. f. 255b. Notes on the arms of Sir George Carew, afterwards (1605) Baron Carew of Clopton and (1626) Earl of Totnes, Maunsell, and the family of Lylle; 1586-1605.
40. ff. 256-256b. Note on the origins of heraldry; n.d.
Paper; ff. i + 271. Contemporary ink foliation. Quarto. XVI cent. Vellum binding, numbered '29' on spine and inside front cover. Coloured label 'S' on front cover.
