FORMULARY FOR A CLERK OF THE COUNCIL, compiled by Robert Beale; c. 1572 (see below), probably the year he was appointed to this office. Mostly autograph. The forms are arranged under the following headings: (a) 'The Stiles of the princes letters to all kinds of noblemen and gents': forms of address. f. 2; (b) 'The Othe of a Counsellor tempore Ed. 6.' f. 5b; (c) 'Supplications, Requests Complaints & co.': petitions to the Queen and to the Council. ff. 6b-8; (d) 'Obligac[i]ons, recognisances, Conditions & co': bonds used in Council business. ff. 10b-12b; (e) 'Pasports, sauveconduicts, Commissions for horses, Cariages [orders for the supply of horses, etc.,] & co'. ff. 14b-16; (f) 'Actes of Appearances before the Council discharges of bonds & co': orders relating to appearance before the Council. ff. 16b-17; (g) 'Order of Matters, taken up and determined by the Councell': minutes of Council meetings. ff. 18b-20; (h) 'Warrants for Mony to the Chauncellor of the Exchequer & co': orders for payment. ff. 22b-24; (i) 'Warrants to other officers & co': an order to the Lord Treasurer. f. 25; (k) 'Prisoner taking, co[m]mitting, liberty, discharge, advertisment of pardon'. ff. 42b-47; (l) 'Answer to embassadors upon complaints made to the Councell': orders to ambassadors concerning complaints by English subjects against foreign princes. ff. 47b-49b: (m) 'Answer to embassadors upon matters of estate & co.': orders to ambassadors concerning the general conduct of their mission. ff. 50b-54; (n) 'L[ett]res to the Lorde Deputy of Irlande, the Presidents of Yorck and Wales & co.' ff. 55b-
57; (o) 'The Admiraltye. Considering of sutes, Releasing of shipps & co. Co[m]missioners for trafficque.' There are no entries under this heading.

Valewe of money, Lent, Apparell . . . & co.': orders concerning the price of food and export of foodstuffs. ff. 83b-84; (v) 'Retinues of soche upon whom the Q.Mty mindeth to bestowe somwhat: or when a man shalbe emploied in ser-vice': appointments to royal service. ff. 87b-89; (w) 'To be in a redines to serve the Quene, to make musters. Retynewe of Mariners to serve ye Q.ships. Against Pirats: and L[ett]res of Marke & co.': orders on all these subjects, except pirates, on which see f. 83, above. ff. 89b-95; (x) 'Cassing of officers in consideration of the Q.Mty charges & co.': orders granting an officer leave, reducing or dismissing bands of soldiers, etc. ff. 96-97; (y) 'Strangers to departe the Realme, advertising of warre and open hostilite': orders not to admit foreigners, to deport them, etc. ff. 98-98b; (z) 'Instructions when any are sent in Embassadge or Message & co.': instructions to envoys on their departure. ff. 103b-107;
(aa) 'Privye seales for dietts & co.': allowances for royal officials, etc. ff. 110-111; (bb) 'L[ett]res from the Q.M.ty to Embassadors or other & co.' ff. 111b-114. Beale wrote the sections titles first and added the forms later, not always immediately following the headings. Instruments are copied at length, with variant sentences for use as necessary (there are rough notes of useful phrases on f. 1). Personal and place names are often abbreviated to initials, and dating clauses are usually omitted. Dated or datable forms occur on f. 111 (1546), f. 28 (1552-1553), ff. 36-37 (1568), and ff. 10b, 11, 17, 19 and 35b (1572). The 1572 forms mostly occur early in their sections, and the general consistency of handwriting and ink throughout suggest that the compilation was made quickly. The Privy Council minute (f. 19) of 10 Aug. 1572, concerning the lands of Ursula, widow of Richard Worsley of Appuldurcombe, is otherwise unknown as the register for 1572-1573 is missing; it may have been borrowed by Beale for the present compilation. A draft signet letter to Sir Edward Horsey, 25 Nov. 1569, not in Beale's hand, is inserted in the volume, f. 92. Other inserted notes by Beale are as follows:
1. ff. 29b-30. Notes of fees, followed by brief memoranda of questions on which Beale apparently wished to obtain information, including the procedure for disbanding companies of soldiers, the work of messengers, the keeping of the council book, etc.
2. ff. 30b-31. A list of books and records, possibly items held by the Council's office; it includes 'The boke called the Register', presumably the Privy Council register. Many of the books would have been particularly useful to a clerk of the Council, e.g. 'Stile de la Court', 'Ars Notoriatus' (sic).
3. f. 32b. List of names, possibly people who had business before the Council or with Beale himself, with other brief jottings; bef. 1575.
4. ff. 33-34. Note of issues heard by the Council; c. 1573-1574. Possibly the order of business for a council meeting. Amongst the issues mentioned are: the complaint of the Archbishop of Canterbury against Younge Nethersole (APC 1571-1575, p. 164); complaint of the Bishop of Chichester against Sir Thomas Palmer and George Goring (ibid., p. 166); complaint by John Besse and Tassin Awbray against Acerbo Velutelli and John Baptista Sambitores (ibid, p. 193); complaint of Peter Lynch of Galloway (ibid., p. 181); and the dispute between Henry Middelmore and the merchants of the Steelyard (ibid., pp. 187-190).
5. ff. 35-41b. Forms for commitment to goal, procuring appearance before the Council, ordering an inventory to be made of the goods of an executed traitor, stay of execution of a prisoner, proceedings for contempt of the Council, etc. These forms are appropriate to the section of the formulary on prisoners, item (k), into which these notes are sewn.

English antiphoner with rubrics and a coloured initial, containing antiphons for Lauds and Vespers for All Saints, of unidentified use : the Lauds antiphons occur both in the antiphonal of St Maur-les-Fossé and the Sarum breviary, see R-J Hesbert, Corpus Antiphonalium officii, 1963-1979, ii, pp. xv-xvii, 559, and iii, nos. 1700, 2712, 3155, 4586, and 5118, and F. Procter and C. Wordsworth, Breviarum ad usum Sarum, 1882-1886, iii, pp. 978-979; the Vespers antiphons, not found in the Sarum breviary, occur in the antiphonal of Hartker, see Corpus Antiphonalium, ii, pp. vi-ix, 598-600, and iii, nos. 2937, 3535, 3582 and 5442. Add. MSS. 48024, 48037 and 48043 are bound in leaves from the same MS. Inscribed '1572 Robert Beale' on the front cover. Traces of label on front cover. Numbered '161' twice on spine, once on a label.
