PAPERS MAINLY RELATING TO TRADE AND FOREIGN RELATIONS, with particular reference to the Netherlands; 1596-1621, n.d. Latin, English and French. Copies, 17th cent. Contents list, f. ii.
1. ff. 1-19. Minutes of conferences relating to the East India trade held by Commissioners treating with envoys sent from the States General; 1-30 April 1613. Latin and English. Clement Edmondes was a member of the Commission. See SP Col. East Indies 1513-1616, nos. 643, 645, where another copy of these minutes is mentioned. The negotiations are discussed in G. N. Clark and W. J. M. van Eysinga, The Colonial Conferences between England and the Netherlands in 1613 and 1615, pt. ii, Bibliotheca Visseriana Dissertationum Ius Internationale Illustrantium, xvii, 1951, where the present MS. is used, see particularly pp. 61, 67-68, 73-74, 154-155. The copy of the Commission from the Privy Council, dated 30 March 1613, which precedes the minutes (f. 1) is printed in Clark and van Eysinga, App. I.
2. ff. 19-42b. Papers concerning the mission of Sir Henry Wotton and Clement Edmondes to the Hague; Dec. 1614-May 1615. English and French. The subjects of negotiation were the East India trade and the Greenland fisheries. About half the items occur in SP Col. East Indies 1513-1616, nos. 854, 855, 860, 874, 894, 896, 900, 901, 905, 963.1, 977, together with related correspondence. Material includes commissions, instructions to the English Commissioners, negotiating papers and a copy of Edmondes' journal (ff. 20b-26b), which is longer than the version of the journal in ibid., no. 874. Some of the items are connected with narrative (see f. 37), possibly also the work of Edmondes. See Clark and van Eysinga, op. cit., where instructions to the envoys, dated 2 Jan. 1614 (ff. 19b-20b) are printed, App. II.
3. ff. 42b-43. Minute relating to the mission of Sir Dudley Digges and Morris Abbott to the States General, Nov. 1620-Feb. 1621, and to the subsequent mission from the States to England; Feb.-March 1621. Negotiations concerned alleged contraventions of the treaty of June 1619 relating to the East India Trade.
4. ff. 43-45. Formulae of instruments of the Muscovy and Levant Companies; temp. James I. (a) Muscovy Company. Bonds restricting private trading, letters of attorney. ff. 43-44b; (b) Levant Company. (i) Bonds for a Consul and an envoy. f. 44b; (ii) Letters setting out consulage payable by non-company merchants. ff. 44b-45.
5. ff. 46-59. 'A breife and compendious abstract of the summe of the Common Lawe of England', early 17th cent. Beg. 'The use of the Lawe consisteth principally . . . '. Printed in 1629 (STC 6983); later ascribed in error to Francis Bacon and reprinted in 1630 as part ii of The Elements of the Common Lawes of England (STC 1134). See J. H. Baker, English Legal Manuscripts in the United States of America, ii, Selden Soc., 1990, nos. 221, 454, 1282.
6. ff. 60-65. 'Certain briefe Remonstrances offered . . . ' to James I by Sir Walter Cope, relating to the Netherlands and the Company of Merchant Adventurers; 1613. See also Add. 6789, f. 527b, notes by Thomas Harriot, mathematician (d.1621), from a copy of this work.
7. ff. 66-71b. 'Observations on trade and commerce', by John Keymer; bef. 1617. For another version of the tract, see Add. 48063, art. 18, where the item is fully described. The version in the present MS. occurs in a minority of copies. Beg. 'I have diligently observed in my travels . . . '. The text ends with a list of suggested trade commissioners: these include Sir Daniel Dun al. Donne (d.1617), and 'Alderman Cockaine', i.e. Sir William Cokayne, who became an alderman in 1609, indicating a date for composition of the tract between 1609-1617. For another copy of this version, see Add. 41613, ff. 220-229. The text of Add. 48063, art. 18 is similar but is preceded by an introductory address to James I, while a concluding paragraph replaces the suggestions for commissioners.
8. ff. 72-84b. Despatches from Sir Robert Cecil and John Herbert (knt. 1602), envoys to France; March-April 1598. Partly French. Printed in HMC, Salisbury MSS., viii, and in T. Birch, An historical view of the negotiations between . . . England, France and Brussels, 1749, pp. 105-156. For an account of these negotiations, see A. Cecil, A life of Robert Cecil, 1915, pp. 112-125, where the present MS. is referred to (p. 118). As follows: (a) Despatch to the Council; Angers, 23 March. The articles appear to have been put to various individuals to elicit their opinions, see SPD 1595-1597, pp. 299, 303, and Egerton MS. 1943, ff. 88-91b.
11. ff. 91-91b. 'The Kings power & prerogative upon the Sea': an opinion on the King's jurisdiction on the sea, with reference to disputes with the Netherlands over fishing; temp. James I. Latin and English.
