Correspondence (55 letters) between Hugh Oakeley Arnold-Forster as Secretary of State for War, his private secretary Arthur Loring, Arthur James Balfour, Balfour's secretary John Satterfield Sandars, Francis Knollys, private secretary to King Edwards VII, and William Bromley Davenport, financial secretary to the War Office, January 1904 to November 1905.
Topics discussed in the letters include: army recruiting system reform, guns, provision of Army Transport, an informal committee upon army re-organisation and Sir George Clarke's appointment to it, Sparbrook factory, the formation of short service battalions, army recruiting, adaptation of a new modified shortened rifle for the Army, Volunteers.
