General Mansfield to Colonel Bruce, 26 Sep disagreeing with Colonel Balfour's suggestion of massing troops together and keeping them solely for the resistance of aggression. 2. Colonel Bruce to General Mansfield, 17 Oct in reply to the above (1). 3. Sir P Montgomery to Colonel Bruce, 29 Sep disapproving of the suggestion of depriving the Commissioners of all powers. Suggests the appointment of Captains of Police. In envelope.
