Refers to his report to the Government, made some 18 years ago, of the arrival at Rangoon of the 'Mons Secre' delegated by the French Government, to secure by treaty a port on the Pegu coast; the Commander of that vessel has now arrived at Rangoon, apparently as French Consul. With reference to this event, the attempts of D'Orgoni, and the arrival of the French steamer 'Alon Prah' repeats his conviction that if the present Government of the Province be not altered, much mischief is likely to arise; the Fort at Meeaday can easily be taken by surprise by such vessels as the 'Alon Prah' in proof of which he sends a chart of a large branch of the Irrawaddy discovered by himself. Recommends the grant of compensation to those whose lands have been confiscated to make the new town of Rangoon, and mentions his own losses. Chart still enclosed. Copy of reply, acknowledgment.

Spies report that some 50 men had left their arms, and assuming the guise of pilgrims set out to return to their home through Goruckpore, and the rest say they will do likewise if Jung Bahadoor refuses them service. None will be stopped who pass unarmed. Commanding officers have been warned against sending patrols into the Nepalese territory, and Wingfield has also prohibited the seizure of rebels in villages just within the border. He has been asked to address the Nepalese authorities on the subject of Bala Rao and other fugitives, but believes this is a matter for the Supreme Government.
4880. Letter from Mr C Wingfield, Commissioner of Goruckpore, Jan 1859. Reports that Jung Bahadoor has prohibited Bala Rao and the other fugitives with him for going further east; and he has sent the fakir mentioned in a previous note to the rebel camp to inform them that the Amnesty is still in force, and to persuade them to go home. In consequence of Sir H Rose's culpable neglect, he is obliged to plead for a recognition of their services. All is quiet in Malwa. Holkar is much depressed by the death of his sons, and the old lady is nearly dying. Hopes that the report that Colonel Durand is to be appointed to Central India is untrue, he is unsuitable for the reasons stated. Asks that a couple of officers may be quickly appointed to the Malwa Bheel Police Corps. Tantia and the others are out of Central India. Believes that Bundlecund will quieten down with the settlement of the Adjyghur question, and that the recognition of the boy (?) would put an end to the intrigues of Furzund Ali..
