In addition, for each set of papers, either on the back of the original letter, or on a separate sheet of paper, is written the number of the set of papers, the year, the name of the writer of the original letter, the official position and location of the sender, the date the letter was despatched, the date it was received, the date it was answered, any cross references to other papers, and a brief summary of the letter. Numbers 4954, 4956, 4958, 4959, 4960, 4963, 4964, 4965, 4967, 4968, 4969, 4970, 4971, 4973, 4975, 4979, 4980, 4981, 4983, 4985, 4986, 4987, 4989, 4990, 4991, 4993, 4994, 4995, 4996, and 4997 have a red cross on them, to indicate that they ‘may be preserved’, whilst ‘the rest may be destroyed’.

Believes that if the Government fails to collect the funds it requires at 5 1/4% by the Treasury Bills, a 6% loan must be resorted to, a measure that is very likely to make the public hold back in the hope of better terms being offered. A tax on horses, elephants, carriage, palanquins not for hire and such like sumptuaries, in connection and assessed together with a house tax has much to recommend it, but would not be satisfactory if levied alone. Copy of reply about this, mentioning various other taxes considered.
