Asks if the Private Secretary intends to return to the Punjab, and if so, promises to bear him in mind for a future Commissionership. Copy of Montgomery's covering letter only. Copy of reply by Private Secretary, with comments on the list of recommendations. He is much obliged to Montgomery for the very gratifying way in which he speaks of him; he has never asked for an appointment, though he retains a strong interest in the Punjab and its people. At the same time the Governor General asked him to be his Private Secretary without any solicitation from himself (Bowring) and at a time when the appointment was peculiarly interesting from the momentous questions which constantly arose. Now perhaps it is less so, but as the Governor General had always treated Private Secretary with consideration and kindness, he does not think it would be right for him to seek a change during Lord Canning's incumbency as Governor General. It is not a hard-worked office, but requires circumspection and conscientiousness, which are fully requited by the trust and confidence of the Governor General. It is understood between the Governor General and Bowring that he will continue in his present post as long as Canning remains Governor General and Bowring will take his chance at the end of Canning's term of office. Office memorandum, Mr Bowring wishes to have the original of Montgomery's letter. See also Private Secretary's Correspondence nos. 5974, 5856; Governor General's Minute, July 2 1859

He has declined the Judicial Commissionership which was offered him by Mr Montgomery, Mr Cust is likely to be nominated. Comments on other appointments. Asks if the Governor General is coming up country, as reported in the papers. The question of the claims of the Punjab officers to reward or notice for services rendered during the Mutiny is being agitated, and asks if there is any chance of any KCBs. Agrees with the Private Secretary that unless local taxation be allowed, no general taxes will pay sufficiently, as such taxes as will suit the Punjab will not do for Bengal and vice versa. Regrets that the Europeans are taxed so much. Asks if the Councils are likely to be abolished; and who would get the Foreign Secretaryship if Beadon was promoted; as regards himself has given up all hopes of promotion there. Copy of reply, the Punjab officers have not been forgotten for their services during the Mutiny. An official report went home in the first week of July, Barnes was included prominently in the list.
