6348. Nov 1859. Letter from Mr O W Malet, Civil and Sessions Judge, Beerbhoom, Soory Beerbhoom. Submits the result of his attempt to induce natives to contribute towards the construction of public works in consideration of receiving in return certain titles; the failure is partly attributable to the dislike of the natives for the income or licence tariff. So great is their aversion to it, it would not be politic to enforce it. A poll tax would be more acceptable; but as there are many objections, he would suggest in modification, the assessment of villages by means of Punchayets in the manner proposed. Copy of reply, the Governor General thanks him for his suggestions. He wished Malet to obtain information privately, and not quasi-officially. He is much surprised at the announcement which Malet has made to the people in his District, the effect of which is to commit His Excellency in the eyes of the natives to a principle which he has never accepted, and he desires that Malet will do no more. To intimate to the native subjects of the Queen that honours are to be purchased at a certain tariff is most improper, and the Governor General is surprised at such a mistake being made by an officer of Malet's standing and experience.
