‘No. 69 Private Secretary’s Correspondence’, Nos. 6851 to 6900

Contains docketed sets of papers, numbered 6851 to 6900, consisting of correspondence, relating to applications for posts and other matters. These papers were originally included in one bundle of one hundred docketed sets of papers, labelled ‘No. 69 Private Secretary’s Correspondence, Nos. 6801 to 6900’. Each numbered set of papers usually consists of an original letter sent to the Private Secretary to the Governor General, or to the Governor General, a copy of the reply from the Private Secretary, Lewin Bentham Bowring, and any other papers. In addition, for each set of papers, either on the back of the original letter, or on a separate sheet of paper, is written the number of the set of papers, the year, the name of the writer of the original letter, the official position and location of the sender, the date the letter was despatched, the date it was received, the date it was answered, any cross references to other papers, and a brief summary of the letter. Numbers 6853, 6856, 6859, 6860, 6861, 6862, 6868, 6870, 6872, 6873, 6874, 6882, 6884, 6885, 6890, 6892, 6894, 6895, and 6898 have a red cross on them, to indicate that they ‘may be preserved’, whilst ‘the rest may be destroyed’.
6851. Mar 1860, Letter from Captain A R Fuller, Director of Public Instruction in the Punjab. Asks to be appointed as Secretary to the Board of Examiners and the other appointments held by Captain Lees. ½ anna stamp. Copy of reply, his application will be considered in the event of a vacancy.
6852. Mar - Apr 1860. Letter from Mr W Grey, Secretary to Government of India Home Department, Calcutta. In reply, about the Proclamation Portfolio. Copy of earlier letter about this.
6853. Mar 1860. Copy of a letter to the Post Master at Vuzeerabad (?). Complaining of the non-delivery of an important telegraph from the Governor General. Copy of reply, the telegraph was not received. See also Private Secretary's Correspondence no. 6857
6854. Mar 1860. Letter from Dr Allan Webb, Presidency Surgeon, Calcutta. Asks for orders for Dr Baillie to act for him in his absence. Cover only. Endorsed: Transferred to Military Secretary. See also Private Secretary's Correspondence no. 6571
6855. Mar 1860. Letter from Lieutenant General the Honourable Sir J Outram, President in Council, Calcutta. Sends a letter from the Reverend Mr Badger of Aden about the doings of the French in the Red Sea. Outram supports Badger's idea that the Government of India should purchase the island of Dissai (subject to the confirmation of the Porte) to prevent the French claiming it and establishing a commanding position in the Red Sea. Even an attempt to purchase the island might prevent the French ignoring the Turks rights of sovereignty over it. 6856. Mar 1860. Letter from Mr W Edwards, Civil and Sessions Judge of Benares. Returns thanks for the promise about Dewan Hakim Raee. Has read with pleasure the Governor General's address to the Sikhs and his promise to invest some of them with magisterial and fiscal powers within their own estates. Comments on this. Remarks on the new schemes of taxation. Gives the views of some natives on taxation and on the withdrawal of European troops. ½ anna stamp. 6857. Mar 1860. Copy of a letter to the Post Master of Sealkote [Sialkot]. Complaining of the non-delivery of an important telegraph and asking for an explanation. Copy of reply about this. See also Private Secretary's Correspondence no. 6853
6859. Nov 1859 - Mar 1860. Letter from Commander J Rennie, Superintendent of Marine, Calcutta. Gives his opinion as to the most favourable time for sailing vessels to leave Calcutta for China and other requirements of the expedition. To Colonel J S Paton. 6860. Nov 1859 - Mar 1860. Letter from Commander E Lacy, HMS 'Adventure', Calcutta. Gives his opinion as to the most favourable time for sailing vessels to leave Calcutta for China and makes some remarks about the town of Tient-sein. To Colonel Paton. 6861. Mar - Apr 1860. Letter from Major C Hervey, General Superintendent; Thuggee and Dacoity, Jubbulpore. Sends translation of a statement about the fate of Miss Wheeler, who was murdered by the sowar who abducted her. Copy of earlier letter asking for information. Copy of reply. 6862. Mar 1860. Letter from Lieutenant Colonel A Huyshe, Commanding 1st Brigade, Horse Artillery, Meerut. Gives his opinion against the Income Tax Bill which will affect Non Commissioned Officers. Copy of reply, there is no question of bringing either privates or Non-Commissioned Officers within the scope of income tax. Endorsed. See Governor General to Mr Wilson dated 18 March 1860
6863. Mar 1860. Copy of a letter to the Assistant in charge, Electric Telegraph Office, Jullundhur. Asking him to send all cipher messages addressed to the Governor General to the Private Secretary's office. Also two copies of Mail News-Telegrams.
6864. Mar 1860. Letter from Major C Hervey, Officiating General Superintendent for the Suppression of Thuggee and Dacoity, Jubbulpore. Asks for Lieutenant E Y Walcott's acting appointment as Assistant General Superintendent at Agra to be gazetted.
6865. Mar 1860. Letter from Captain M Tayler, Deputy Commissioner of the Dharashoo Districts, Hyderabad, Deccan. Sends a letter to the Governor General applying for the Judicial Commissionership of Hyderabad (No longer enclosed). Governor General's Book number 1523
6866. Feb - Mar 1860. Letter from Captain C Thornton, Madras Artillery, Tonghoo, Burma. Applies for the office of Superintendent at Port Blair. Copy of reply, his application will be considered in the event of a vacancy.
6867. Mar 1860. Letter from Major R N Raikes, 67th Native Infantry, Meerut. Asks for employment. Copy of reply, application noted, the Governor General can make no promise.
6868. Dec 1859 - Mar 1860. Letter from Sir W Denison, Governor of New South Wales, Sydney. Returns thanks for the shells sent him by the Asiatic Society, asks if the Society would like other shells sent in return. Copy of reply, the Private Secretary will inform him of the Society's reply. 6869. Mar 1860. Letter from Captain R Jenkins, 5th Bengal European Cavalry, Officiating Bheel Agent at Bhopawar, Campbellpoor. Returns thanks for his appointment as 2nd Assistant at Indore and Officiating Bheel Agent at Bhopawar, asks that he may not be reduced to the 2nd Assistant at Indore only. 6870. Mar 1860. Letter from Lieutenant General the Honourable Sir James Outram, President in Council, Calcutta. Sends a letter from the Reverend Mr Badger about the movements and designs of the French in the Red Sea and an article cut out from the Bombay Gazette on the same subject, states that if Valentia Island could be obtained for telegraphic purposes, it would soon become an effective check to the French position at Adoulis. 6874. Mar 1860. Letter from Major MacPherson, Political Agent, Gwalior, Agra. Since writing last to the Private Secretary on the subject of his leave, has become aware of a General Order under which he should apply for leave to Europe and sends a leaf to be substituted for the second leaf of his Memorandum. 6876. Mar - Apr 1860. Letter from Captain F Mardall, 16th Madras Native Infantry, Madras. Sends a letter to the Governor General, would like an appointment in the Nizam's Army or in an Irregular Cavalry Regiment. Copy of reply, application noted. The Governor General can make no promise. 6877. Mar - Apr 1860. Letter from Mrs A Forrest, widow of Captain G Forrest, Dehra. Sends a petition (no longer enclosed) asking for the pension of a captain's widow in consideration of her husband's services in the defence of the Delhi Magazine and also that the rents of some of her houses now appropriated by Government, towards the liquidation of a sum advanced for their repair maybe paid her, as the education of her children mainly depends upon those rents. 6879. Mar 1860. Letter from Lord William Hay, Deputy Commissioner, Simla. States that at the request of Mr Barnes he has sent a telegram to Major James asking him to arrange to bring the Camp round by Munnee Munjra. Copy of reply about arrangements.
6880. Mar 1860. Letter from Bishop J Persico, Agra. Asks to know the result of the Memorial sent up by the Uncovenanted Civil Service. Copy of reply, Mr Grey at Calcutta should have this information.
6881. Mar 1860. Letter from Mr W T Westfield, Calcutta. With reference to the Private Secretary's telegram about the Nepalese Gyas says they cannot be taken by the ship 'Matilda Wattenbach' after all and asks for instructions. Copy of reply, the cattle can remain for the present in the Park at Barrackpore. See also Private Secretary's Correspondence no. 6733

6883. Mar - Apr 1860. Letter from Mr R H Davies, Secretary to the Government of the Punjab, Lahore. Gives Mr Saunders' movements. Copy of earlier letter asking for information.
6884. Mar - Apr 1860. Letter from Mr R Cust, Officiating Financial Commissioner, Umritsur. With reference to the agitation in favour of Presidency Legislative Councils, sends a Memorandum defining the mode of legislation at present existing in the Punjab and deprecating the subjection of that Government to a local legislative council seated in Calcutta. 6885. Mar - Apr 1860. Letter from Captain A Chesney, 23rd Madras Native Infantry, formerly Deputy Commissioner in Nagpore, Rangoon. Reports the favourable decision of the Commander in Chief of the Madras Army to whom the charges preferred against him by Mr Plowden were referred. Hopes the Governor General will re-employ him in a civil or political capacity. Copy of reply, as his papers are coming before His Excellency officially, he will receive a reply in due course. Returns thanks for his permanent appointment and expresses regret that his application for political employment brought the Governor General's rebuke. 6890. Mar - Apr 1860. Letter from Mr C J Wingfield, Chief Commissioner of Oudh, Camp. Sends a letter from Captain A P Orr to Sir James Outram, expressing his desire to retain his civil appointment and to hold at the same time the land conferred on him. Wingfield thinks Orr must either accept the grant and forfeit his appointment or vice versa. There will be no difficulty in increasing the grant to 13 or 14,000 Rupees of annual revenue. 6891. Mar - Apr 1860. Letter from Lieutenant F Wheeler, late 39th Native Infantry Station Interpreter, Sealkote [Sialkot]. Sends an application for staff appointment. Copy of testimonial. Copy of reply, application noted. All the Joint Magistrates of Cantonments in the North West Provinces are in the gift of the Lieutenant Governor.
6892. Mar - Apr 1860. Letter from Mr C J Wingfield, Chief Commissioner of Oudh, Camp. Asks whether Government aid would be given to a project to erect a monument in memory of Sir H M Lawrence and the others who fell during the Siege of Lucknow. 6894. Mar 1860. Letter from Mr G Barnes, Commissioner, Cis Sutlej States, Umballa. Gives suggestions for the movements of the Camp. Names Sirdars he would recommend for Magisterial powers. Is trying to get the Sirdars to agree to a rule of primogeniture.
