‘No. 71 Private Secretary’s Correspondence’, Nos. 7051 to 7100

Contains docketed sets of papers, numbered 7051 to 7100, consisting of correspondence, relating to applications for posts and other matters. These papers were originally included in one bundle of one hundred docketed sets of papers, labelled ‘No. 71 Private Secretary’s Correspondence, Nos. 7001 to 7100’. Each numbered set of papers usually consists of an original letter sent to the Private Secretary to the Governor General, or to the Governor General, a copy of the reply from the Private Secretary, Lewin Bentham Bowring, and any other papers. In addition, for each set of papers, either on the back of the original letter, or on a separate sheet of paper, is written the number of the set of papers, the year, the name of the writer of the original letter, the official position and location of the sender, the date the letter was despatched, the date it was received, the date it was answered, any cross references to other papers, and a brief summary of the letter. Numbers 7051, 7052, 7061, 7064, 7068, 7069, 7070, 7072, 7074, 7083, 7085, 7088, 7094, 7097, 7098, and 7100 have a red cross on them, to indicate that they ‘may be preserved’, whilst ‘the rest may be destroyed’.
7051. May 1860. Letter from Mr W Muir, Member of the Board of Revenue, North West Provinces, Allahabad. Sends an extract of the letter from the Supreme Government about the desirability of the translation and distribution of an explanation regarding the new taxes.
7052. May 1860. Letter from Captain E Smyth, 2nd in command, 22nd Punjab Infantry, Nowgong, Bundelcund. Acknowledges the Private Secretary's reply, observes that anxious as he is to make the sacrifice, the loss of 10 months service is too serious for him, especially as he intends to retire from the service on pension in 4½ years more. If he could only be allowed to count the time spent in exploring Chinese Tartary as service in India, he would willingly give up all his pay and allowances and his present appointment. ½ anna stamp. Copy of reply, the Governor General will recommend to the Home Government that Smyth may count as service the time spent on his expedition; he must not enter Chinese Tartary until relations with the Chinese Government are settled. 7055. May 1860. Letter from Major General Sir J B Hearsey, Commanding the Barrackpore Division, Barrackpore. Forwards a letter from Mrs Middleton, the widow of a Captain formerly in the service of the East India Company asking that she and her daughters may attend the Levee on 24 (May?). Copy of reply to Sir John Hearsey, there is not to be a ball on the Queen's birthday, for Government House is being repaired, and scarcely any of the Governor General's Establishment have reached Calcutta. Ladies of course do not attend a Levee

7063. May 1860. Letter from Colonel C Davidson, Resident at Hyderabad. Says he has already replied by telegram to the Private Secretary's message that Lieutenant Tweedie had passed a good examination; should it appear that Tweedie has not done so, would recommend Captain Lilly, at present 2nd in Command of the 1st Infantry, Hyderabad Contingent, for the 2nd Assistantship at Hyderabad. 7064. May 1860. Letter from Major Stuart Wortley, late 2nd Assistant Agent, Central India, Bombay. Explains that owing to serious illness he is compelled to sail for England instead of returning to Indore at once in obedience to the Governor General's order: but will gladly return to India as soon as he recovers, if ordered to do so; asks why he is ordered back to Indore. 7065. May 1860. Letter from Captain J White, Superintendent, State Yacht Establishment, Calcutta. Having received instructions to despatch the 'Sonamooky' to Allahabad at the end of the current month, proposes to send Number 4 Bholea to embark and land Lady Canning at stations. Copy of reply, Private Secretary sees no objection to this course.
7066. May 1860. Letter from Mr M A Myle, ex-student of La Martiniere, Calcutta. Asks for employment. Copy of reply, he should apply to the local government or to the head of the Department he wishes to enter.
7067. May 1860. Letter from Captain W N Lees, Secretary to the Board of Examiners, Calcutta. Replies about Lieutenant Tweedie, of the 1st Hyderabad Cavalry. 7068. May 1860. Letter from Mr C J Wingfield, Chief Commissioner of Oudh, Simla. Sends a letter from Mr Capper (?) Deputy Commissioner of Roy Bareilly about the collection of the new taxes in his District. Does not believe that any political meaning should be attached to Binda Chull's letters, circulating in Oudh. The abolition of the Octroi duties has given great satisfaction. Refers to the feeling of panic which pervades the minds of some Europeans. Is confident of his power of collecting the new taxes as long as the land holders are on his side. Colonel Barrow has been directed to send the Private Secretary a return of the amount collected in Oudh. Still hopes that profits of lands may not come under income tax. 7069. May 1860. Letter from Sir R Montgomery, Lieutenant Governor of the Punjab, Murree. Sends a letter from Brigadier General Chamberlain, written from the capital of the Mahsood Wuzeerees, now punished for their outrages on the frontier. Sends a copy of correspondence between Captain James and the missionaries at Peshawur about the issue of religious proclamations by the missionaries; with a copy of a letter from the Lieutenant Governor to Captain James on the subject. 7070. May 1860. Letter from Captain W Osborne, Political Agent, Rewah. Reports a very uneasy feeling in Rewah and district; the disaffected say openly that though the Government got over the last rebellion they shall not do so in the next. Gives a rough translation of a Hindee letter from Binda Chul which has been circulating. Rewah affairs are most unsatisfactory, the Jogees are intriguing. Will go to Govingurh to see the Rajah, and though despairing of counteracting the intrigues, believes that if the Rajah would declare that on failure of heirs he would leave his territory to the Government, the Jogees would mend their ways. Expects a disturbance in the event of the Rajah's death. Osborne's health is very bad, but he will remain at his post, as his influence over the Sirdars is very great. Copy of reply, the Government has heard about Binda Chul's letters from several sources; the Oudh officers affirm that the object of inculcating the performance of Pooja to Devee is to avert the spread of cholera. It is possible that there may be something latent nevertheless. The news about the Rajah is more serious. The Governor General begs Osborne to do nothing which might influence the Rajah against using the privilege of adoption. No hint must be given to him to leave his territory to the British Government. The Governor General is sorry to hear of the state of Osborne's health. See also Private Secretary's Correspondence no. 7144
7071. May 1860. Letter from Major C Hervey, Officiating General Superintendent, Thuggee and Dacoity, Jubbulpoor. Names Captain R Ranken, 35th Madras Native Infantry, Sub Assistant Commissary General, as Personal Assistant to the General Superintendent. Recommends Lieutenant H Fraser, 3rd Madras Light Cavalry, as Assistant General Superintendent at Nagpore. Copy of reply, both appointments will be gazetted. 7072. May 1860. Letter from the Right Reverend A Hartman, Vicar Apostolic of Patna, Calcutta. Pays his respects to the Governor General. He could wait on the Governor General at the Levee, but being 'not only a foreigner but also a Roman Catholic Bishop, it would be rather a mortification to the numerous Ladies and Gentlemen as well as to myself'. Copy of reply, as he did not think fit to attend the Levee, His Excellency must decline to grant an interview. See also Private Secretary's Correspondence no. 7097
7073. May 1860. Letter from Mr J Reddie, Master Attendant, Calcutta. Applies to act for Captain Rennie, Superintendent of Marine, during Rennie's leave. Copy of reply, it is not likely that the Superintendent will take leave. See also Private Secretary's Correspondence no. 7753
7074. May 1860. Letter from Mr W Edwards, Civil and Sessions Judge, Benares. Applies for the medal he hears is to be granted to Civilians who served through the rebellion. Copy of reply, Private Secretary does not know whether such a medal will be granted; but believes it would only be given to those civil officers who served with troops in the field.
7075. May 1860. Letter from Dr H A Ebden, Assistant Surgeon, Calcutta. Applies for the Assistant Surgeoncy, General Hospital, and the medical charge of the Mysore Princes. Letter no longer enclosed. Endorsed: Transferred to Military Secretary. [Enclosed in this docket is a note from General Birch about Lieutenant Tweedie, evidently wrongly filed.]

7080. May 1860. Letter from Mr E C Bolst, Assistant in the General Treasury, Calcutta. Sends a letter stating his services and asks for any appointment arising out of Mr Corfield's leave. 7082. May 1860. Letter from Mrs E M Geralde, wife of Mr Geralde, late Editor of the Delhi Gazette, Lahore Chronicle, and lately of the Phoenix, Calcutta. Asks for compensation for her husband's losses at Lucknow, and for some articles by him in the Phoenix; he is in great distress. Letter no longer enclosed. Copy of reply, her letter has been sent to Mr Beadon.
7083. May 1860. Letter from Captain W N Lees, Secretary to the Board of Examiners, Calcutta. Believing that the policy lately introduced by the Governor General in the Upper Provinces in respect of the native princes will result in placing the British supremacy in India on a firmer base than ever, proposes to republish in a connected form the whole of the speeches made by His Excellency in the late tour; and asks for the Private Secretary's aid. Proposes to furnish each chief with a copy of His Excellency's speech in English and Hindustani or Persian in letters of gold. Sends a pamphlet on the Christian duty of the British Government in India. Copy of reply, the Governor General thinks the publication of his speeches a good idea; further comments.
7084. May 1860. Letter from Mr A C Hume, Magistrate and Collector, Etawah. Recommends Mr G B Maconochie, Deputy Collector 1st class Etawah for a Deputy Commissionership in Oudh or the Punjab, or as Financial Deputy Commissioner. Brings to notice the services of Sergeant Major Edmonds. As he (Hume) has been averse to severe measures towards the natives, he has no influence with the Lieutenant Governor. Copy of reply, Private Secretary will inquire into a suitable post for Maconochie. Edmonds might apply for an Adjutancy in the Bengal Police, if there is no hope for him in the Police of the North West Provinces. Comments on Gubbins' complaints against the Tibet Road, and the action taken so far; could Hume tell Gubbins the state of affairs. 7085. May 1860. Letter from Mr A Swinton, Officiating Judge of Goruckpore. Asks if there is any prospect of a sanatorium for the Central Province in Nepal. Suggests the mountain of Tansim. Copy of reply, the Governor General says there is no prospect of going beyond British territory for the purpose.

7087. May 1860. Letter from Mr C Wingfield, Chief Commissioner of Oudh, Simla. Wishes to amalgamate to a certain extent the civil and police branches of the Oudh Commission by transferring military officers from the one branch to the other. Recommends Lieutenant Hewett, 17th Native Infantry, Assistant Superintendent of Police, for a vacancy among Assistant Commissioners 3rd class. Copy of reply, the appointment will be gazetted.
7088. May 1860. Letter from Sir R Shakespear, Governor General's Agent for Central India, Indore. Sends a note and a letter from the Gaekwar, in favour of the grant of lands in the Deccan to the two Ministers of the Gaekwar. Also sends Major Wallace's comments. Printed memorandum of the services of Brigadier General Sir R Shakespear. Copy of reply, the Governor General will regard favourably the proposal to bestow upon the two Ministers grants of land on rent-free tenure. There may be practical difficulty in finding land in the South Mahratta Country or Guzerat.

7100. May 1860. Letter from Sir R Shakespear, Governor General's Agent for Central India, Sehore. Proposes Lieutenant Cadell as successor to Lieutenant Moore (Persian Interpreter to Sir H Rose) in the command of the Aden Troop at Mundesore; and that the troops be disbanded. The Secundra Begum was installed successfully. Copy of reply, the Governor General agrees to the appointment of Cadell. See Governor General to Sir C Wood dated 16 May 1860.
