7244. Jun 1860 Copy of a letter to Mr C J Wingfield. In reply to Wingfield's remarks on the inadvisability of levying an Income Tax on the landholders in Oudh. His Excellency believes that there is nothing special in their case which would make it expedient to place them on a different footing from landholders in the North West Provinces and the Punjab. In both these cases the faith of the Government is pledged only to the maintenance for a fixed period of a stipulated rate of assessment, while the obligation on the landholders is to pay so much Land Tax and no more. As regards the perpetual settlement in Bengal, the same holds good, except that the duration of the assessment is unlimited. Further comments about the taxes.
