Contains docketed sets of papers, numbered 7401 to 7450, consisting of correspondence, relating to applications for posts and other matters. These papers were originally included in one bundle of one hundred docketed sets of papers, labelled ‘No. 75 Private Secretary’s Correspondence, Nos. 7401 to 7500’. Each numbered set of papers usually consists of an original letter sent to the Private Secretary to the Governor General, or to the Governor General, a copy of the reply from the Private Secretary, Lewin Bentham Bowring, and any other papers. In addition, for each set of papers, either on the back of the original letter, or on a separate sheet of paper, is written the number of the set of papers, the year, the name of the writer of the original letter, the official position and location of the sender, the date the letter was despatched, the date it was received, the date it was answered, any cross references to other papers, and a brief summary of the letter. Numbers 7401, 7404, 7411, 7414, 7417, 7420, 7421, 7423, 7428, 7431, 7441, 7442, 7445, 7446, and 7447 have a red cross on them, to indicate that they ‘may be preserved’, whilst ‘the rest may be destroyed’.
7401. Jul 1860 Letter from Major R Meade, Political Agent, Gwalior. Reports that he has failed to obtain any clue to the writer of a Persian letter posted at Gwalior, and sent him by Sir Richmond Shakespear for inquiry. All is apparently quiet at Gwalior, Sindia's anxiety is much diminished. Meade has discovered that the immediate cause of Scindia's alarm was a report that his own troops would object to the cartridges he was to bring with him from the magazine at Agra, and the British Government would force the cartridges on the troops. 7403. Jul 1860 Letter from Mrs A Forrest, Dehra. Asks for a reply to her petition for a pension in recognition of the services of her late husband, and also for the release of her houses under mortgage to the Government. Two letters. 7404. Jul 1860 Letter from Colonel A H E Boileau, Chief Engineer, Nagpore. Sends an extract from a report to Government Public Works Department by the Commissioner of Nagpore, pointing out that his military allowances bear an undue proportion to the outlay assigned for Nagpore; fearing lest he should again be subjected to the disgrace of being gazetted Chief Engineer 3rd class in another Province, sends documents for the favourable consideration of the Governor General. Copy of reply, the Governor General will not discuss through the Private Secretary a matter which is being treated officially. His Excellency is dissatisfied with the Chief Engineer's Department at Nagpore.

7411. Jul 1860 Letter from Captain W Osborne, Political Agent, Rewah. States that Lieutenant Snow; has now after a delay of 3 weeks, decided to accept an appointment at Kamptee instead of coming to Rewah; Osborne has been obliged to ask the Brigadier at Kamptee to send Lieutenant Snow up. 7414. Jul 1860 Letter from Lieutenant Colonel L Barrow, Officiating Chief Commissioner of Oudh, Lucknow. Has reported officially some circumstances that have occurred at Lucknow, arising out of Sir B Peacock's speech in the Legislative Council about powers in the Punjab and Oudh. Written vernacular translations of it were circulated in the city, and Mr Chick, late of the Oudh Gazette, harangued the people recommending resistance to the tax. Does not expect any bad result of this. Sir Mordaunt Wells' assertion that many in Oudh are still whetting their swords is a calumny. 7417. Jul 1860 Letter from Lieutenant Colonel L Barrow, Officiating Chief Commissioner of Oudh, Lucknow. Sends 2 notes from Mr Bayley on the progress of the libel case, with a copy of Lieutenant Chamberlain's evidence, with comments. Nothing has come of Mr Chick's attempt to raise resistance to the tax. 7419. Jul 1860 Letter from Rajah Ram Chunder Singh, Calcutta. Further to his earlier letter, did not complain of the Foreign Secretary, but wrote in the manner he did to get a decision on his case. 7427. Jul 1860 Letter from Mr W Knighton, Calcutta. Asks to be appointed Director of Public Instruction in Bengal; his only reason for applying for a post in Oudh was his wife's wish to revisit India. Copy of reply, he should apply to the Lieutenant Governor
7428. Jul 1860 Letter from Mr C Wingfield, Chief Commissioner of Oudh, on leave, Simla. Is anxious to know whether the Government will accept Sir Barnes Peacock's view of the law in non-regulation provinces; if the theory of the Chief Justice is correct, every act of the Legislative Council has force in the non-regulation provinces (unless they are specifically excepted in the act itself); further remarks. It is well that the people of Oudh do not read the English newspapers, and that in Oudh native newspapers are not allowed, and that the executive is strong, or nothing could be more fatal to authority than the expression of an opinion such as that given by Sir B Peacock. It is remarkable that Peacock is now affecting surprise at Octroi duties at Simla, when such duties were being levied in the Punjab throughout the entire period of his incumbency as a Member of Supreme Government. The only difficulty in governing the natives of India comes from the British. A Legislative Council sitting with open doors is as great a nuisance as a free press in India. The Council should be consultative only. Does not believe Sir B Peacock's opinion will cause trouble with the tax-collection. To Mr Beadon. Copy

7433. Jul 1860 Letter from Mr R W Chill, Calcutta. Sends a letter to the Governor General with an appeal, and minutes of the Calcutta Seamen's Society about the writer. 7438. Jul 1860 Copy of a letter to the Honourable G F Edmonstone. Sending an extract (not-enclosed) from Major Meade's letter of 10 July. More favourable accounts of the weather have been received within the last 2 or 3 days from up-country; but up to this date there has been less rain in the North West Provinces than there was in the famine year of 1837

7442. Jun - Jul 1860 Letter from the Honourable H B Devereux, late Judicial Commissioner of Mysore, London. States that he has applied to the Secretary of State for an extension of leave on medical certificate. He has appealed to Sir Charles Wood for reinstatement in his office at Mysore, and hopes that until a decision is arrived at, his appointment may not be considered vacant. See also 7629

7445. Jul 1860 Letter from Lieutenant Colonel L Barrow, Officiating Chief Commissioner of Oudh, Lucknow. States that Mr Chick has been treated as a drunken disorderly character, for addressing a crowd about the tax when drunk, and voluntarily leaves the Province. No difficulty in the tax collection. 7446. Jul 1860 Letter from Captain C H Dickens, Officiating Secretary to Government Public Works Department, Calcutta. Replies about the Mint at Benares. It is no longer Government property, was sold a long time ago. The Rajah lent it to the Government at the time of the mutinies, and it has been used ever since as a barracks. Note by Lord Canning.
