7751. Sep - Oct 1860 Letter from Captain W Osborne, Political Agent, Rewah. Says that owing to the Rajah's illness the disaffected Sirdars are regaining their influence, and the Province is fast drifting into its old state of hostility to Government. At a Durbar they openly declared they would not allow the Residency to be built, and the Rajah was advised, when answering the Agent's Khureeta about land for the Residency, to request the Agent to declare that when leaving Rewah for good, the Agency should be broken up. The Rajah has sent Khureetas to Oodeypore, Joudhpore, Bekaneer etc asking if they had any objection to his adopting his young cousin as successor; the boy comes from a most bigoted family, most hostile to the British Government. Government should decide what steps are to be taken in the event of the Rajah's death, if a minor should succeed. Recommends a Regency of 3, with the Agent associated. Has ordered in all the guns taken in 1857-8, and with official sanction will buy the guns, and send them to Allahabad. The chiefs in Bundlecund are intriguing amongst themselves, the Punnah Rajah is enlisting Sikhs, and Gopal Doss, a Punnah Sirdar, is at Rewah trying to enlist men and purchase arms. Arms are being manufactured all over the territory. The report current among the lower orders is that the native chiefs are going to be disarmed. Sir R Shakespear's threat to depose the Chutterpore Ranee if she did not give up Daisput was in an hour changed to a threat that the Ranee should pay for all the damage done by him; this is greatly talked about. Osborne regrets very much that he must go on leave, but is ready to leave England at a moment's notice. Endorsed: Governor General to Captain Osborne 11 Oct 1860

He is daily expecting instructions to move north, when he should be south of the Nerbudda to deal with those troubles. Suggests enlarging Major Keatinge's jurisdiction by adding to his present charge the whole of the country south of the Nerbudda, giving him the Deputy Bheel Agent to act as an Assistant and an increase of salary.
