Refers to the savage state of the political and trading relations with the Chinese along the whole Himalayan frontier, whilst Russia is making the best use she can of her Chinese frontier. Batten hopes that the threatened famine in the North West Provinces has been averted; but in Central Doab the harvest is below average, and in the Northern Doab, Moradabad and Bijnore the Khureef is almost a total failure. Copy of reply, His Excellency is unable to make any promise, as the restoration of the Raichore Doab and the Western District to the Nizam will cause a reduction of the numbers of officers in the Commission of the Assigned Districts.
