Contains docketed sets of papers, numbered 7901 to 7950, consisting of correspondence, relating to applications for posts and other matters. These papers were originally included in one bundle of one hundred docketed sets of papers, labelled ‘No. 80 Private Secretary’s Correspondence, Nos. 7901 to 8000’. Each numbered set of papers usually consists of an original letter sent to the Private Secretary to the Governor General, or to the Governor General, a copy of the reply from the Private Secretary, Lewin Bentham Bowring, and any other papers. In addition, for each set of papers, either on the back of the original letter, or on a separate sheet of paper, is written the number of the set of papers, the year, the name of the writer of the original letter, the official position and location of the sender, the date the letter was despatched, the date it was received, the date it was answered, any cross references to other papers, and a brief summary of the letter. Numbers 7908, 7912, 7913, 7918, 7919, 7920, 7922, 7924, 7925, 7928, 7932, 7933, 7934, 7937, 7938, 7943, 7945, 7946, 7947, 7949, and 7950 have a red cross on them, to indicate that they ‘may be preserved’, whilst ‘the rest may be destroyed’.

7910. Nov 1860 Letter from Major H L Thuillier, Deputy Surveyor General, Calcutta. Recommends Lieutenant J W Taylor, Bengal Artillery for the 2nd Division, Nagpore, and Lieutenant D Macdonald, late 25th Native Infantry for the 2nd Division, Bengal, both appointments being in the Revenue Survey. Copy of reply, the appointments will be notified. See also 7929
7911. Nov 1860 Letter from Golam Russul Khan, Agent of Rampersaud of Lucknow, Calcutta. Sends a petition of Rampersaud appealing against the Judicial Commissioner's decision in his case against Captain F H Khan. Covering letter only. Endorsed: Petition transferred to the Foreign Department.
7912. Oct - Nov 1860 Letter from Major H D Abbott, Commanding the 4th Hyderabad Cavalry, Arungabad. Has been ordered to vacate the Aurungabad Cantonment and to form a new Cantonment at Mulkapoor in Berar. Suggests in view of the Berar being ceded by the Nizam and transferred to the Nagpore Commission, it would be better not to move to Berar which might have to be vacated on transfer, but to Jaulna. Copy of reply, there is no question of placing the Berars under the Commissioner of Nagpore. See also 8015
7913. Oct - Nov 1860 Letter from Sir R Montgomery, Lieutenant Governor of the Punjab. In reply, has no information about the two Companies from a European regiment supposed to guard the Commissioner at Murree. 7914. Nov 1860 Letter from Baboo Koylass Chunder Sircar, Barrackpore Park. Asks for orders as to the disposal of the proceeds of sale of grass, and fines levied on cattle in the Park during Oct.

7917. Nov 1860 Letter from Baboo Kylass Chunder Sircar, Barrackpore Park, Barrackpore. Asks for an increase in pay. Copy of reply, he is to have a donation of 50 Rupees for the increase in his work during the absence of the Superintendent.
7918. Nov 1860 Letter from Major C R Browne, late Commissioner Leia Division, Calcutta. Asks for an interview with the Governor General.
7919. Nov 1860 Letter from Mr G U Yule, Commissioner of Bhaugulpore. Sends notes on Income Tax, and a statement of the number of deaths by wild beasts, etc. in his Division. Remarks on the impracticability of observing secrecy over Income Tax returns. The natives are well disposed towards the tax, but object to the following: refusal to allow the expenses of collection of rents to be deducted in charging the assessment in income derived from landed property: and the practice of charging the owners of houses, in residence, the rent which such houses are worth, if they were to be let. Recommends that only those parts of the law which affect the assessed be printed in the vernacular, and that this version be greatly simplified. Suggests that some provision be made in the License Bill for its proper working before the Bill is passed, for during the past ten years very good laws have been made, but not the slightest attention has been paid to carrying them out in the Mofussil, with a few exceptions, and in consequence the laws are not carried out. Copy of reply, by Mr Grey, thanking him for his Memorandum about the Income Tax Act, with comments Agrees that it will be very difficult to secure secrecy of returns, but the Governor General does not consider it expedient to alter the law now. Some measures to aid maintaining secrecy are suggested. The Governor General is disposed to agree that Zemindars may deduct the charges of collection, and has referred this to the Lieutenant Governor of Bengal. His Excellency thinks owners of houses must be charged on an estimated rental, as this practice could not be given up in Calcutta. A popular explanation of the Act has been circulated. Grey sends a letter of 18 Sep about the working of the License Bill (not enclosed) and asks for comments.
7920. Nov 1860 Letter from Colonel G Balfour, President, Military Finance Commission, Calcutta. Sends a Memorandum about the employment of Colonel Apperley to investigate the arrangements for supplying horses for the Madras and Bombay Armies. Copy of reply, the Governor General approves of the suggestion, and wishes Balfour to send in an official report. See also 7969
7921. Nov 1860 Letter from Mrs J Bell, Calcutta. Asks for a re-consideration of her case, and some money. Copy of reply, referring her to an earlier reply. She might apply to the Secretary to the District Charitable Society. See also 7693, 7868, 7875
7922. Nov 1860 Letter from Captain C H Dickens, Officiating Secretary Public Works Department Calcutta. Sends two letters about the best place for the Governor General to start from, to visit the Soane works.
7923. Nov 1860 Letter from Mr W Tayler, late Commissioner of Patna. Invites Lord and Lady Canning to dinner; he has a unique collection of Indian curiosities and pictures. Copy of reply, the Governor General regrets that he is unable to accept the invitation.
7924. Nov 1860 Letter from Mr C J Wingfield, Chief Commissioner of Oudh, Seetapore. Writes in favour of the way in which Mr Bayley conducted his duties as Judicial Commissioner; and suggests he might succeed to the appointment permanently in the event of a vacancy.
7925. Nov 1860 Letter from Captain W Osborne, Political Agent, Rewah. Having been very ill, will leave Rewah as soon as possible, and proposes to make over his office to Mr Coles, and mentions other arrangements. All intrigues are at an end in Rewah. Copy of reply, the Governor General approves his arrangements, he will of course make an application officially. See also 7915, 7933
7926. Nov 1860 Letter from Mr C Campagnac, Calcutta. Sends a petition (no longer enclosed) submitting his claims to compensation for losses during the Mutiny in Lucknow. Copy of reply, his petition has been transferred to the Financial Department.
7927. Nov 1860 Letter from Captain J H Wright, 1st Madras Native Infantry , Executive Engineer Public Works Department Bimlipatam. Offers his services as a shorthand Secretary to the Governor General. Copy of reply, thanking him for his offer, but the Governor General very rarely requires a shorthand Secretary.
7928. Nov 1860 Letter from Rajah Rundheer Sing, Camp, Boundia. States that he is endeavouring to bring all settlement work in his estates in Oudh into order. Asks if it is true that the Governor General will visit Oudh. Asks that His Excellency be reminded of his promise to give the Rajah a likeness of himself. Copy of reply, it is unlikely that His Excellency will visit Oudh.
7929. Nov 1860 Letter from Major H L Thuillier, Deputy Surveyor General Calcutta. Has prepared a map of the country between Mirzapore and Saugor for the Governor General's March. The small map for Lady Canning is not yet finished. See also 7910, 7974
7930. Nov 1860 Letter from Mr C K Dove, Post Master General of Bengal, Calcutta. Asks for information about the Governor General's movements. Copy of reply, about these; also names of the officers who will accompany the Governor General.
7931. Nov 1860 Letter from Major S R Tickell, 31st Native Infantry, Deputy Commissioner Tenasserim and Martaban Provinces, Moulmein. Having been told of the projected changes in the administration of the Provinces, offers his services for either of the Commissionerships vacant. Copy of reply, acknowledgement. See also 5756, 5893
7932. Nov 1860 Letter from Captain W Osborne, Political Agent, Rewah. Expects to leave by the steamer of 18 Dec. Asks to be informed of the Governor General's movements. The Rajah could not visit the Governor General, so the best plan would be for His Excellency to take dak through Rewah. Osborne will leave Rewah quiet and orderly, so Mr Coles will have no difficulty in keeping all quiet. Copy of reply about the Governor General's movements.

7934. Nov 1860 Letter from Mr W S Halsey, Civil Service Benares College. Says that his health has improved. Of the offers of Mirzapore and Muttra made to him by Mr Edmonstone, he has accepted the former. Refers to the bust and picture of Mr Wilson, and also to the Memorial.
7935. Nov 1860 Letter from Mr F Lincoln, Extra Assistant Commissioner Oudh, Baraitch. Sends a Memorial (no longer enclosed) asking for promotion to the last class of Assistant Commissioners, or for a personal allowance pending promotion. Copy of reply, he should apply through the head of the Oudh Commission. See also 8033

Copy of reply, asking him to explain certain parts of his letter of 5 Nov, in which he complained of unjust treatment by the Government, in the matter of his compensation for losses during the Mutiny. 7938. Nov 1860 Letter from Mr H F Geralde, Calcutta. Explains his remarks about the rejection of his claims to compensation. His claim had been (according to the writer) rejected because of his absence from India; he was in 1859 in Mexico and Cuba as Special Correspondent of the New York Herald Tribune, and later in Italy. Copy of reply, sending him 100 Rupees. He should submit his claim for compensation through the Financial Department. See also 7937
7939. Nov 1860 Letter from Mr R S Ellis, Madras Civil Service Madras. Offers his services as Commissioner should a portion of the Hyderabad Ceded Districts be made into a Commissionership under the Nagpore Commission. Copy of reply, no such arrangement is contemplated.

7943. Jun - Nov 1860 Letter from the Honourable Sir H B Frere, Member of Supreme Council, Calcutta. Returns thanks for the letters from Sir R Montgomery and Major R Taylor, and makes remarks on the impolicy of the present mode of warfare conducted on the Punjab Frontier. He feels certain that if the Governor General had time to examine relations with the Frontier tribes, he would at once see that the true policy is nothing more nor less than simple justice and common sense. 7945. Nov 1860 Letter from Sir R Shakespear, Governor General's Agent for Central India, Gwalior. Sends a letter from Holkar in answer to his letter, saying that the meeting between Holkar and the Governor General would be at Jubbulpore in Jan. See also 7951
7946. Nov 1860 Letter from Colonel G Balfour, President, Military Finance Commission, Calcutta. Will call on the Governor General as requested. Sends a Memorandum on the Civil and Public Works Department Pegu Division, and on the establishment of a Vice Consul at Zimmy in the Siamese Provinces. Also copy of this Memorandum.
7947. Nov 1860 Letter from Mr G C Barnes, Commissioner Cis Sutlej States, Umballa. Asks if any reply has been received from the Home Government, about Meean Oomeid Singh of Bughat. Reports great drought. Does not expect to collect more than a third or two fifths of the Revenue in his Division. Copy of reply, nothing has been heard about the case of Mian Oomeid Singh yet. 7948. Nov 1860 Letter from Mr J Herman, Calcutta. Asks if his petition has been received. Copy of reply, he should inquire at the Foreign Office.
7949. Nov 1860 Letter from Mr F Cooper, Deputy Commissioner Delhi. Returns thanks for the notice taken by the Governor General of the efforts to create a Delhi Institute. Mr Edmonstone has promised him selections of Government, records from the Curator at Agra, and he asks now that the Delhi Library may be supplied with duplicates of the interesting works in the Home Office. States that the healthiness of Delhi has been established during the past two years, and believes that the Supreme Government might settle there. The Income Tax is going well; he has arranged a system of ciphers for receipts, in order to preserve secrecy. Copy of reply, the Governor General will do all he can to aid the Library. The report of the Income Tax is much the most encouraging yet received. The Governor General would like to know what cipher system is used for the receipts.
7950. Nov 1860 Copy of a letter to Sir R Shakespear, Indore. About the salute to be given to Scindia; 21 guns within his own territories from all British troops, but only 19 guns on British territories.
