With reference to the news from China, says that from his experience and from information obtained, the wintering of the British Force in Pekin will be full of danger both to the Europeans and to the Sepoys, and suggests that as Pekin is not approachable by the Pechlee Gulf, and as the force there must be strengthened, a column of 5,000 men might be sent inland from Shanghai to Chinkiang Foo; believes a second column of 3,000 men would be required to occupy Chinkiang Foo, and to collect and send up supplies to the capital. The flight of the Emperor into Tartary, and the destruction of all government in Pekin in consequence, will paralyse the separate governments in China, and that the destruction of the dynasty, which has all along been dreaded, will result from the occupation of the capital by the allies. The only part of the news which appears favourable to the restoration of peace is the liberation of Mr Parkes, but to this there is the drawback of the ill-treatment of the other officers, who have died.
