Contains docketed sets of papers, numbered 8451 to 8500, consisting of correspondence, relating to applications for posts and other matters. These papers were originally included in one bundle of one hundred docketed sets of papers, labelled ‘No. 85 Private Secretary’s Correspondence, Nos. 8401 to 8450’. Each numbered set of papers usually consists of an original letter sent to the Private Secretary to the Governor General, or to the Governor General, a copy of the reply from the Private Secretary, Lewin Bentham Bowring, and any other papers. In addition, for each set of papers, either on the back of the original letter, or on a separate sheet of paper, is written the number of the set of papers, the year, the name of the writer of the original letter, the official position and location of the sender, the date the letter was despatched, the date it was received, the date it was answered, any cross references to other papers, and a brief summary of the letter. Numbers 8451, 8455, 8457, 8459, 8463, 8464, 8466, 8467, 8468, 8469, 8470, 8471, 8472, 8474, 8476, 8478, 8480, 8481, 8487, 8488, 8490, 8493, 8494, and 8495 have a red cross on them, to indicate that they ‘may be preserved’, whilst ‘the rest may be destroyed’.

8460. Mar 1861 Letter from Mr J T Cowper, late Assistant Overseer of the Midnapore Road and Building Division, Public Works Department, Calcutta. Sends a Memorial (no longer enclosed) asking for re-employment. Copy of reply, his Memorial has been transferred to the Public Works Department.

8465. Mar 1861 Letter from Mr D O'Neill, late 2nd European Bengal Fusiliers, Kidderpore. Sends a petition (no longer enclosed). ½ anna stamp. Copy of reply, his petition has been transferred to the Military Department.
8466. Mar 1861 Letter from Major E K Elliot, Commissioner of Nagpore, Seetabuldee. Has called for information about the growth of cotton in Nagpore. To increase cultivation the communications with ports must be improved. Asks for authority to spend 100 Rupees a mile in dressing the worst parts of the line. Further comments on communications. Sends an extract of a letter from Lieutenant Glasford, Deputy Commissioner, Godavery Districts, about a new steamship line between Enchampilly and Doonsagoodrum barriers. Is still hoping for a company of sappers for blasting and other road purposes. Asks if there would be any objection to a local Government loan, the Province paying the interest. Also copy of this letter. Copy of earlier letter, sending a copy of a letter from Colonel Balfour about communications with the cotton-growing Districts. 8467. Mar 1861 Letter from Mr C J Wingfield, Chief Commissioner, Oudh, Lucknow. Writes that he is quite opposed to a perpetual settlement in Oudh at present, and believes that the revenue of Oudh will increase by 25 lacs at the regular settlement now in progress; if a term of 30 years is allowed for its continuance in the districts largely uncultivated, and not less than 20 years in others, an addition of 50 lacs more might easily be made on its expiration. Oudh might hereafter be permanently settled at very nearly 2 crores. Prefers Deputy Commissioners to regular settlement officers, for settlement work. Will explain to Mohomed Reza the Governor General's objections to making an exception in his favour. See also 8415

8481. Mar 1861 Letter from Mr C J Wingfield, Chief Commissioner of Oudh, Lucknow. Sends a cutting from the Oudh Gazette, being a violent attack on the proposed extension of the jurisdiction of Talookdar Magistrates. He believes the article was written or instigated by Mr Elliott, who should be removed from the Oudh Commission for this and other reasons. Proposes exchanging him with Mr Clifford, Joint Magistrate 2nd grade in the North West Provinces. Note on Mr Elliott by Private Secretary. Reports that though several cases have been decided in his favour the ryots are as hostile as ever, and seem determined to get rid of Europeans. 8493. Mar 1861 Letter from Mr George Brown, Calcutta .In reply, explains why he asked the Private Secretary to submit Mr Tissendie's letter to the Governor General and to see Mr Macleod. Unless a Special Commissioner is appointed promptly, matters will deteriorate.
