Copy of reply, Coles has been told his plan of a geological survey cannot be carried out. It is unlikely that the Rewah Rajah would consent to have his territory surveyed, it is well known that the country about Bandhoogurh is taboo ground. See also 8988, 9103, 9124, 9211, 9230, 9232

Comments on this proposed expedition. The lack of rain is beginning to be felt at Cashmere (Copy). Copy of reply, the Governor General would be glad to see the Memorandum and map from Montgomerie. It is very doubtful if passports could be obtained for such a large expedition to Yarkund. The Treaty with China does not deal with matters of this kind, and the Governor General begs the Lieutenant Governor to be careful not to let officers act upon any mis-understanding of the amount of permission or security the Treaty gives. 9032. Jul 1861 Letter from Mr R H Davies, Secretary to Punjab Government, Murree. Says that the visit of Captain Golab Singh Attareewala to the Punjab has caused some talk among the Sikhs. It is reported that he has been invited to England by Dhuleep Singh and the Ranee. His aim will probably be to obtain the reversal of his banishment from the Punjab, and as the Lieutenant Governor thinks him hostile to the Government he deprecates his being allowed to return to the Punjab. There has been heavy rain, and the famine is at an end, but the people are without seed or bullocks. The Muhsoods have given in on the basis that each of the main Sub Divisions is to be answerable for offences committed by its own men. Copy of reply, the invitation to Golab Singh Utareewala to accompany Duleep Singh to England was sent in with the Governor General's knowledge and both Bowie and the Private Secretary thought it would be a good idea to have some European ideas instilled into Golab Singh. As far as the Private Secretary is aware, he has no intention of going. Private Secretary thinks distrust of Golab Singh is exaggerated; Shahzada Suhadeva Singh requires much closer watching. It is right to keep all the Utareewalas out of the Punjab until the three brothers have died. Tej Singh is the strongest Sikh of the three. See also 9071
