- Scope & Content:
-
Contains docketed sets of papers, numbered 9051 to 9100, consisting of correspondence, relating to applications for posts and other matters. These papers were originally included in one bundle of one hundred docketed sets of papers, labelled ‘No. 91 Private Secretary’s Correspondence, Nos. 9001 to 9100’. Each numbered set of papers usually consists of an original letter sent to the Private Secretary to the Governor General, or to the Governor General, a copy of the reply from the Private Secretary, Lewin Bentham Bowring, and any other papers. In addition, for each set of papers, either on the back of the original letter, or on a separate sheet of paper, is written the number of the set of papers, the year, the name of the writer of the original letter, the official position and location of the sender, the date the letter was despatched, the date it was received, the date it was answered, any cross references to other papers, and a brief summary of the letter. Numbers 9052, 9053, 9054, 9056, 9060, 9065, 9066, 9068, 9071, 9072, 9074, 9076, 9078, 9080, 9085, 9087, 9092, 9097, and 9100 have a red cross on them, to indicate that they ‘may be preserved’, whilst ‘the rest may be destroyed’.
9051. Jul 1861 Letter from Captain G Browne, 24th Madras Native Infantry, Deputy Commissioner 1st class, Saugor. Applies for one of the two Commissioners' posts which will be vacant in the Jubbulpore and Saugor Divisions, following the retirement of Major Erskine and the amalgamation of the Commissions. Copy of testimonial. Copy of reply, it may be some time before the new Commission is set on foot. His claims will be considered. See also 9406
9052. Jul 1861 Letter from Mr R Temple, on special duty, Bangalore. Reports his progress through India. He has consulted various officers versed in military affairs at Hyderabad, during his stay at Bangalore. Has discovered the information the Governor General required at Madras, and has already reported this. Since writing from Madras, the Madras Government have ordered the increase of the Salt Duty. The amount from the Pearl Fisheries seems certain; some believe the Moturfa could be adjusted to produce some net increase. The reduction of the Revenue establishments goes on well. His opinion of the Public Works Department is deferred for the present. He will write to Lushington about the Madras Bank and currency. Believes Police finance can be lessened by several lakhs, if a bill can be passed regulating the collection of fees from the villages for village police. Reports on the principal salt works near Madras. Believes that if the expenses of the Madras Railway were examined, it would be found to be not really paying its expenses. Bepoor, the Western terminus, is likely to prove a failure as a port. Believes the regiments of Native Infantry in Mysore (as in Madras, Northern Division) might be cut down. The new military finance system is working well at Bangalore and at Madras

All the troops are out of Meean Meer, and cholera is on the decrease; there have been more than 350 deaths among Europeans. In the Central Jail there has not been a single case, which is very extraordinary. The Artillery regiments fare better after disease than the other regiments because, being better paid, they pay more for their food being cooked. There is no cholera yet in Lahore. Thinks he deserves a CB. Has been to the India House to see if he could obtain recognition of his services. Copy of reply, the Governor General has no knowledge of any such despatch. He has nothing to add to his Minutes. Endorsed: See Governor General's Minute Number 45, dated 30 Dec 1859

9097. Jul - Aug 1861 Letter from Colonel A P Phayre, Commissioner of Pegu, Rangoon. In reply, gives reasons for having altered his original proposition that Dr Williams should go to Ava entirely as a private individual. Believing that Williams would not be able to do much in three months, he has now applied officially for sanction to employ Williams as a correspondent only, after he shall have established himself in a private capacity at the capital of Burma. Should the Governor General be inclined to give up the frontier duties on trade via Bamo, the writer might go up to Ava after Williams has been there for a time. Copy of earlier letter, stating that there seems to have been a misunderstanding as to the conditions on which the Governor General agreed to make use of Williams' services, for he seems to think he was to be employed as a kind of consular agent. This is quite opposed to the sense of the Governor General's letter to Phayre of 14 May. He is to be a paid correspondent, not a Government Agent. Endorsed: Governor General to Colonel Phayre dated 14 May 1861, Number 10. See also 9054, 9085, 9091, 9096, 9107

Reports particulars of an attempt made at Peshawar to assassinate the Reverend Mr Tuting, a missionary, by a Mahomedan Sepoy of the Guides. The act is that of an individual and not, as far as can be judged, incited by any other party. It was unwise of Mr Tuting to preach during the Mohurrum.
