9283. Sep 1861 Letter from Mr R Temple, on special service, Maiker, Berar. Submits some remarks on the present condition of the Deccan as compared with the past, and on the causes of deterioration; also on the system of land and other revenue, the character of the Talookdars, and on the character of Chundoo Lall, and Lord Metcalfe's estimate of him. There is no regular Police in the Nizam's territory, the same horseman and footman attached to each Talookdar etc serve also as Police. Along the main lines of road the Minister has, at the Resident's instance, established small Police stations, similar to those in British territories. The real pests of the country are the Rohillas. Since 1858 the Contingent has seldom had to fight, whereas before 1857 its services were constantly required. The whole country appears to be quietening down. He was told by an Uncovenanted European that he thought British prestige had been higher than ever, since 1857. The Arabs would create a disturbance in the State if British support were withheld from the Nizam. Remarks on the Arab character. In every place there seems to be a Court of Justice presided over by judges with criminal and civil powers. In the Raichore and Dharaseo Districts, Parsees trained in the British judicial system are employed. Gives his opinion on the Contingent. Believes that on the whole, while Indian misrule has been rampant in the Deccan, the germ of improvements is observable everywhere. The great object is to induce the Nizam and his people to do well, to teach them to take a pride in improvement and to feel responsibility, without weakening their authority by direct interference. The Minister should keep himself in the background, allowing the Nizam to have a share and influence in the administration, so that the master may not be jealous of his great servant. Endorsed: Governor General to Mr Temple dated 15 Oct 1861 Number 61
