Contains docketed sets of papers, numbered 9401 to 9450, consisting of correspondence, relating to applications for posts and other matters. These papers were originally included in one bundle of one hundred docketed sets of papers, labelled ‘No. 95 Private Secretary’s Correspondence, Nos. 9401 to 9500’. Each numbered set of papers usually consists of an original letter sent to the Private Secretary to the Governor General, or to the Governor General, a copy of the reply from the Private Secretary, Lewin Bentham Bowring, and any other papers. In addition, for each set of papers, either on the back of the original letter, or on a separate sheet of paper, is written the number of the set of papers, the year, the name of the writer of the original letter, the official position and location of the sender, the date the letter was despatched, the date it was received, the date it was answered, any cross references to other papers, and a brief summary of the letter. Numbers 9401, 9404, 9407, 9408, 9410, 9416, 9422, 9424, 9428, 9432, 9433, 9434, 9438, 9439, 9440, 9444, 9447, and 9448 have a red cross on them, to indicate that they ‘may be preserved’, whilst ‘the rest may be destroyed’.
9401. Aug - Oct 1861 Letter from Lieutenant Colonel H A Sarel, 17th Lancers, Hong Kong. Says that during the late campaign in China he was employed on the personal staff of Sir Hope Grant, and on the termination of the war, took an Expedition intending to reach India via the river Yangtse Kian and Tibet, but the party was forced to return after 1800 miles for want of carriage. Sends some notes on this journey (not enclosed). Asks to be allowed to form an Expedition to go from the West of Lassa to China. See also 9258

9405. Oct 1861 Letter from Captain W Nembhard, Deputy Commissioner 1st class, Jubbulpore. Asks for promotion on the amalgamation of Jubbulpore with Nagpore. Copy of reply, his application will be considered at the proper time. See also 9414
9406. Oct 1861 Letter from Captain G Browne, Deputy Commissioner of Saugor and Officiating Civil and Sessions Judge, Jubbulpore. 9407. Sep - Oct 1861 Letter from Colonel C Davidson, Resident at Hyderabad. Sends correspondence with Sir W Denison about the Navigation of the Godavery, and the Irrigation Company. Sketch map of East and West Berar enclosed, showing the railway line, and proposed lines, the Nagpore Dawk line, and the proposed road from Nursee to Woon. Endorsed: Sir W Denison dated 19 Sep 186l
9408. Jun 1860 - Oct 1861 Letter from Mr C J Wingfield, Chief Commissioner of Oudh, Camp, Kotghur. Says that since despatching his Memorandum suggesting reasons against the course contemplated by the Home authorities about the restitution of the rights and lands of the tenants, as opposed to the Talookdars of Oudh, he has received the Private Secretary's letter of 29 May, sending extracts from the Despatch of the Home Government, and he now sends additional remarks. 9410. Oct 1861 Letter from Colonel G Balfour, President, Military Finance Commission, Calcutta. Considers that Major Hobday has worked well in enforcing attention and regularity in the accounts, etc and that Major Reddie, Officiating Commissary General has also entered into the spirit of reform, and issued some good instructions. The Bengal Commissariat have done better than that of Madras or of Bombay. Amongst other improvements, mentions the publication of a Commissariat Code by Lieutenant Ogilvie. Copy of earlier letter, asking if any officer other than Colonel Thomson should be selected for commendation by Government, for the reductions in the Commissariat Department.

9414. Oct 1861 Letter from Mr A H Cocks, Commissioner Jubbulpore. Having heard that the Jubbulpore Division is to be separated from the North West Provinces, recommends Captain Browne and Captain Nembhard as Commissioners ; also Captain Nembhard recommended to act for Cocks during his absence in England. Copy of reply, Browne and Nembhard will be considered. See also 9405, 9406
9415. Oct 1861 Letter from Major G G Moxon, Commanding Jubbulpore Division of Police. Understanding a superior appointment in the Police Department is to be created, offers his services. Copy of certificate. Copy of reply, his application will be considered, in the event of the vacancy being made.
9416. Oct 1861 Letter from Mr R Temple, on special duty, Nagpore. Has received his instructions. A letter from the Foreign Department about the general finance of the Province has had a very good effect. The deficit of the Province is larger than was supposed, he hopes to make the accounts balance soon. Suggests reductions in the military force, and in the Commissariat charges. The Irregular Force can be incorporated in the Police, and the old Police reduced. These reductions would bring the necessary charges well within the Income, and leave a margin for Public Works and roads, the great needs of the Province. The political pensions and charges, now very high, will diminish yearly. Of all Provinces, Berar is the most cheaply administered. Hopes to finish his work in 10 days. 9419. Oct 1861 Copy of a letter to Dr J C Jerdon, Calcutta. Informing him that the Madras Government shall be told he is detained in Calcutta on special duty. See also 9361
9420. Oct 1861 Letter from Dr A F Bradshaw, Assistant Surgeon 2nd Battalion Rifle Brigade, Subathoo. Asks what are his chances of admission into the Civil Service. Asks for various appointments. Copy of reply.
9421. Oct 1861 Letter from Mr E L Brandreth, Commissioner of Umballa, Camp, Pheke. Has not heard if he is to go to Allahabad. Asks for any orders to be telegraphed. Endorsed: answered privately.
9422. Oct 1861 Letter from Mr W Johnston, Officiating Magistrate and Collector, Allahabad. Says that according to the newspapers a great gathering is expected at Allahabad on 1 Nov but neither he nor Mr Thornhill have been directed to make any arrangements. Asks for information. The Prince of Bhopal with 1,500 followers and the Nawab of Rampore with nearly an equal number are coming. Letter no longer enclosed. Copy of reply, Major Bowie is to see that orders are issued officially about supplies. Private Secretary hopes the numbers of followers are greatly exaggerated, as the chiefs were particularly asked to bring as few as possible. Scindia, Putiala, Rampoor and the Bhopal Lady are to come. 9424. Oct 1861 Letter from Colonel C MacKenzie, Officiating Agent to the Governor General Moorshedabad, Berhampore. Asks what decision the Governor General is likely to make in the case of the Nawab Nazim of Bengal, and says that every day's delay in putting a check to the Nazim's impertinence increases the difficulties of his position. Observes that his present condemnation of the Nazim in no way alters his opinion as to the justice of his claims on Government. See also 9800
9425. Oct 1861 Copy of a letter to Mr F B Gubbins, Commissioner Benares. Correcting a mistake in the 34th paragraph of Sir C Wood's Despatch on the Indian Councils Act. 9426. Oct 1861 Copy of a letter to Mr E H Lushington, Secretary Bengal Government. Asking for copies of all the Gazettes named on an accompanying list. The list contains all the notifications and despatches of any interest during his term of office, and as the Private Secretary's Office copy of the Calcutta Gazette must remain in India, Lord Canning wishes to have extra copies of all the Gazettes named. 9427. Oct 1861 Letter from Ramchundra, Mathematical Master, Government School, Delhi. Sends copies of his lithographed Treatise on a new method of the Differential Calculus, and asks for the merits of the work to be tested by some learned mathematician. (Treatise not enclosed) Copy of reply.
9428. Oct - Nov 1861 Letter from Dewan Joala Suhai, Prime Minister to the Maharajah of Cashmere, Jumoo. Acknowledges letter of 5 May introducing Mr Simpson and sends a letter from that gentleman. Will be happy to attend to any request for rarities of his country. Mr Simpson is bringing two pictures, one of the Maharajah and one of the Prince, as a gift for Lord Canning. Four papers Copy of reply, grateful acknowledgement.
9429. Oct 1861 Copy of a letter to Mr W Grey, Calcutta. Asking for all the papers relating to the wholesale executions at Allahabad in [Aug] 1857 in which Mr Palmer and Dr Irving were specially mentioned.
9430. Oct 1861 Letter from Major General Sir R Birch, Secretary to Government Military Department Calcutta. In reply, forwards papers about the correspondence with the Commander in Chief about his forces being directed against Lucknow rather than against Rohilcund, and about bringing elephants from Pegu (Not enclosed). Copy of earlier letter, asking for these papers.
9431. Oct 1861 Copy of a letter to Mr C U Aitchison. Asking for the following papers: 1. An application made by the Nana for an increase of pension or for the recognition of some claim of his on Government, with any correspondence. There is a note by Lord Dalhousie refusing the request. 2. A letter by Colonel Ramsay, written lately, about the Nana's existence. 3. Any previous correspondence about the Nana still being alive. 4. The Nana's proclamation issued, Private Secretary thinks, at Bithoor.
9432. Oct - Nov 1861 Letter from Colonel A P Phayre, Commissioner of Pegu, Rangoon. Will be glad to see the Private Secretary at Rangoon, Will give up his house to the Governor General. Will endeavour to have some rubies to show to the Private Secretary. Copy of earlier letter, about the Governor General's movements. Copy of reply, giving further details of the party which will visit Rangoon.
9433. Oct 1861 Letter from Colonel G Balfour, President, Military Finance Commission, Calcutta. Has practically completed the Reports on the Artillery Command and the Amalgamation of the General Staff, and the Medical Staff Amalgamation. The Reports on the Amalgamations of both the General Staff and the Medical Staff have been difficult because of the conflicting views of the Commanders-in-Chief of India and Bombay. Copy of earlier letter, the Governor General has read the paper about the time of service, pensions, etc of Native Troops. His Excellency objects to Balfour spending his time in elaborating such a large question, instead of sending in the Reports upon subjects far more urgent, which he should have sent in long ago, See also 9517
9434. Oct 1861 Letter from Captain J K Couper, Deputy Superintendent of Studs, Poosah. Writes further about reductions in the Studs Department. Asks if the Governor General will wish to see him at Allahabad. Copy of reply, the Governor General wishes to see him, but has not yet decided where. A batch of stallions has just been landed, which Baring reports of favourably. See also 7685

9439. Oct 1861 Letter from Lieutenant Colonel A G Goodwyn, Deputy Secretary to Government of India, Public Works Department Calcutta. In order that a copy may be taken, sends a letter from Colonel H Yule to Colonel Phayre dated 3 Oct 1861: enclosing a letter from Mr Buckland, Commissioner of Chittagong, about the numerous raids committed by the Hill Tribes in the Eastern Frontier of Chittagong and Tipperah, in the course of which it is likely that nearly 1,000 Bengali women and children have been carried off as slaves, and asking if he has any knowledge of the existence of Bengali slaves in the Burmese country; alludes to the feasibility of having the country between Chittagong and Burma surveyed. 9444. Oct 1861 Letter from Mr F Cooper, Deputy Commissioner Delhi. Asks that Colonel Durand may be told that it would be of the utmost political and commercial benefit to the people of Delhi if the question of the confiscation of the Nawab Wuzeer's property were settled at once, as the matter of compensation for clearances is still open in consequence and creating much irritation.

9447. Oct 1861 Letter from the Honourable H B Devereux, Officiating Junior Secretary Board of Revenue, on leave, Ootacamund. Explains an inaccuracy in the statement of suits decided in the Hoozoor Adawlut at Bangalore which he submitted to the Governor General with papers about his proceedings in Mysore. Copy of reply, the papers have gone home, and the Governor General does not think the statement important enough to be worth correcting.
9448. Oct 1861 Letter from Dr J L Stewart, Officiating Superintendent Government Botanic Gardens, Dehra Doon. As Dr Jameson, Superintendent of the Gardens, is about to return, asks to be appointed to some District where he may pursue botanical researches, or to the post of Conservator of Forests. 9450. Oct 1861 Letter from Sir R J H Birch, Secretary to Government of India Military Department Calcutta. Asks what has become of the despatches for the Secretary of State which should have gone by the last mail. Is looking for the papers required by the Private Secretary but does not think that Sir Colin Campbell wrote any public remonstrance about directing his forces against Lucknow rather than against Rohilcund, though he might have written to the Governor General on the subject.
