Since leaving Lahore, the Commission have been to Umritsur, Jullundur and Umballa. They have also been to Ferozepore, as the native troops there were attacked by cholera, while the Europeans escaped. To guard against the attacks of future epidemics, the Commission wished to find out how it would be possible to make greater use of the Sanataria, and intend to visit Kussowlee, Subathoo and Dugshai. Suggests a visit to Nusseerabad, as the mortality there appears to have been heavy, the Governor General's permission will be necessary. 9544. Nov 1861 Letter from Mr P H Davies, Secretary to Government of the Punjab, Mummoo. Sends particulars of the investiture of the Maharajah of Cashmere with the Star of India. Comments on the misconduct of the Maharajah's son. The Maharajah was very pleased with his distinction, and observed he really felt as if he belonged to the British Empire. Davies believes however that he would rather annex a District of the Punjab than have all the orders in Europe, and in a crisis the independent Princes will always take the most profitable course. The Maharajah spoke of the restoration by Jung Bahadoor of his subjects formerly captured by the Chinese in Zorawur Singh's expedition, and said he only awaited the permission of Government to annex Chinese Tartary up to the point which Zorawur Singh carried his invasion. Refers to the Maharajah's endeavours to make Jummoo the great commercial centre of his kingdom, he himself is the principal merchant of Cashmere. Dost Mahomed's family are financially involved to a great extent in the trade between Peshawar and Bokhara. The road has never been so safe. Davies gives his opinion of the Maharajah. See also 9572

9549. Nov 1861 Letter from Lieutenant Colonel H L Thuillier, Surveyor General Calcutta. Replies that Covenanted officers enter the Survey as Assistants on 250 Rupees per month staff, but new salaries have been suggested. The question of Staff Corps, General Service, or Locals is difficult; he cannot say what effect it may have on the appointment of young officers. Both Lieutenant Armstrong and Lieutenant Coddrington have elected for General Service. Artillery Officers may join the Staff Corps under the rules, but scarcely any have done so. Hopes that this will not deprive the Survey Department of highly educated young officers who have passed the Addiscombe course. There is a vacancy in the Jubbulpore Survey, which he would like filled up quickly, as the field season has commenced. Note from General Birch. Copy of earlier letter, asking for information. See also 9535, 9612, 9613.
